Recently, a farmer in Hunan planted 1.5 mu of ginger from his contracted land, but it was shoveled away by people from relevant departments before it was mature. After this incident caused widespread concern, many netizens linked it with the "agricultural management" law enforcement that recently triggered heated public opinion.
What is exposed behind this incident is the multiple dilemmas faced by the whole country in controlling the "non-agricultural" and "non-grain" of cultivated land in recent years. Regarding "non-food", the policy of grain planting has been strictly refined, especially the planting other than wheat, rice and corn. In other words, cotton, soybeans, peanuts or other miscellaneous grains and cash crops can only be planted after ensuring the planting area of these staple foods, and are not allowed to be used for non-food crops such as planting trees, digging ponds, building factories and breeding facilities.
In recent years, more and more farmers go to cities to work, especially the younger generation. In the countryside, they can hardly see farming. Most of the older generation help to look after the children at home, and few can work in the fields. After all, going out to work makes more money than farming at home, and you don't have to face the loess, which leads to more and more serious farmland abandonment.
Some large-scale rural cultivated land has been transformed into non-food crops. If it is not stopped and corrected in time, the grain output will definitely decline. I don't need to elaborate on how important grain is to us.
In order to effectively protect the cultivated land area, in 2020, the General Office of the State Council issued the Notice on Resolutely Stopping Returning Farmland and the Opinions on Preventing Returning Farmland to Stabilize Grain Production, which became the main basis for local government departments to control returning farmland and non-returning farmland in recent years, but they pointed to different problems.
Preventing cultivated land from being "non-grain" is more detailed and in-depth than stopping cultivated land from being "non-agricultural", and the priority order of planting crops in different grades of cultivated land is stipulated.
According to China's relevant laws and regulations, the prohibited "non-agricultural" and "non-food" behaviors include:
1, cultivated land
Articles 37 and 38 of the Land Management Law of the People's Republic of China: It is forbidden to occupy cultivated land to build kilns and graves, or to build houses, dig sand, quarry, mine and borrow soil on cultivated land without authorization; No unit or individual is allowed to idle or barren cultivated land.
2. Permanent basic farmland
Article 37 of the Land Management Law of the People's Republic of China: It is forbidden to occupy permanent basic farmland to develop forestry and fruit industry and dig ponds to raise fish.
Article 17 of the Regulations on the Protection of Basic Farmland: It is forbidden for any unit or individual to build kilns, build houses, build graves, dig sand, quarry, mine, borrow soil, pile up solid wastes or engage in other activities that destroy basic farmland in the basic farmland protection area.
So what is planted on the cultivated land? The requirements of permanent basic farmland are: mainly used to grow food crops, especially to ensure the planting area of rice, wheat and corn. If non-food crops such as cotton, oil, sugar and vegetables are planted now, they can remain unchanged.
The requirements for general cultivated land are: mainly used to produce agricultural products and forage such as grain, cotton, oil, sugar and vegetables; Under the premise of not destroying cultivated land and changing cultivated land types, other crops can be planted moderately.
So 1.5 mu planting ginger is against the relevant regulations, but this phenomenon exists in many places in rural areas. Take my hometown as an example. Many people planted patchouli trees in their farmland. Permanent basic farmland was contracted by a boss to plant. After rice was harvested last year, it was changed to soybean this year. When I came home during the May Day holiday, I found that many people in the village had gone to pick edamame. Only when I asked did I know that the boss was recruiting "temporary workers" and even the children went to help pick them out.
According to the price of one catty in 0.6 yuan, some edamame was picked when the maturity was not enough. The reason is that the village party secretary and relevant departments have issued an "order" to deal with replanting rice as soon as possible. Later, the contractor negotiated to buy some time and picked all the soybeans that could be picked. If you can't pick it, waiting for another week is the limit. If it is not handled by itself, the relevant departments will arrange for direct eradication. Now it's all packed up and ready to grow rice.
Agricultural products such as grain are an important foundation for the healthy development of the national economy and the cornerstone of social harmony and stability. Stabilizing grain production and keeping the rice bowl firmly in our own hands is an important direction and goal of China's agricultural development. Especially in recent years, the supply uncertainty of the international agricultural products market has increased, and the importance of stabilizing grain production has become more prominent. We must not violate policies and regulations at will or "mess around"!
