Article 2 The production, transportation, sale, storage and use of the following disposable non-degradable plastic bags, plastic tableware and other plastic products are prohibited within this special economic zone:

(1) Containing non-biodegradable polymer materials Disposable bags, including shopping bags, daily plastic bags, paper-plastic composite bags and other commodity packaging bags, and plastic bags used to contain garbage;

Article 6 People's governments at or above the county level and their relevant departments shall organize and carry out publicity activities to prohibit the production, transportation, sale, storage and use of disposable non-degradable plastic products, guide the public to enhance their awareness of environmental protection and resource conservation, and use fully biodegradable plastic products , paper products, cloth products and other substitutes, actively participate in the prevention and control of pollution from disposable non-degradable plastic products, and promote the formation of a green lifestyle.

Schools and kindergartens should carry out popular education on the prevention and control of pollution caused by disposable non-degradable plastic products to teenagers and children.

News media should carry out publicity on the prohibition of the production, transportation, sale, storage and use of disposable non-degradable plastic products, and publish and broadcast public service advertisements for free. Article 7: Operators shall set up a list of prohibited use of disposable non-degradable plastic products and warning signs in a conspicuous position of the business premises.

Article 8 People's governments at or above the county level and their relevant departments shall encourage and support the scientific research, production, promotion and use of alternatives to disposable non-degradable plastic products and the recycling of disposable plastic products, and provide appropriate financial support.

Enterprises that produce disposable non-degradable plastic product substitutes and recycle disposable plastic products will be exempted from taxes or administrative fees in accordance with relevant regulations. Article 9 The industry and information technology department of the Provincial People's Government shall, in conjunction with relevant departments, formulate a development plan for the fully biodegradable plastics industry and submit it to the Provincial People's Government for approval before implementation.

People's governments at or above the county level should support and supervise the transformation of production projects of disposable non-degradable plastic products on the prohibited list. Article 10 Fully biodegradable plastic products must strictly comply with national standards, industry standards, and local standards.

The standardization department of the Provincial People's Government should organize the formulation of relevant local standards for fully biodegradable plastic products based on the actual situation.

Encourage social groups and enterprises to formulate and implement group standards and enterprise standards that are higher than the relevant technical requirements of national standards, industry standards and local standards.
