The notice makes it clear that the investigation and rectification of the problem of illegal occupation of farmland for housing construction in rural areas will be carried out strictly and practically, and there will be "zero tolerance" for new illegal activities. In principle, new breeding facilities are not allowed to use permanent basic farmland. If the site is really difficult to avoid, they must be strictly controlled within 30% of the project land area, with a maximum of 30 acres. All localities are not allowed to evade the approval of occupying permanent basic farmland by adjusting county and township land spatial planning without authorization.
