Chapter I General Provisions Article 1 In order to strengthen the management of taxi industry in this Municipality, improve the service quality of taxis, and protect the legitimate rights and interests of passengers, operators and their employees, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the operation and management of taxis within the administrative area of this Municipality. Article 3 The term "taxi" as mentioned in these Regulations refers to buses that have obtained business qualifications, provide passenger services according to the wishes of passengers, and charge according to mileage and time.

The operators mentioned in these Regulations include enterprises and individual industrial and commercial households engaged in taxi business. Article 4 The taxi industry in this Municipality shall implement unified management, legal operation, fair competition and standardized service. Article 5 The development of taxi industry in this Municipality shall be incorporated into the economic and social development plan, so as to achieve rational planning and coordinated development.

The municipal administrative department of taxi industry shall formulate the development plan of taxi industry according to the urban construction and social and economic development, and implement it after being approved by the Municipal People's Government. Article 6 The municipal traffic administrative department is the administrative department in charge of the taxi industry in this Municipality, and its subordinate municipal taxi industry management agencies are responsible for the specific daily management work and investigate and deal with violations of these Regulations.

The traffic administrative departments of yanliang district, Lintong District, Chang 'an District and the counties under the jurisdiction of the city are responsible for the daily management of the taxi industry within their respective jurisdictions.

Public security, industry and commerce, price, quality and technical supervision and other administrative departments shall cooperate in management according to their respective responsibilities. Seventh city taxi industry management agencies should regularly carry out legal education, professional ethics education and professional quality education for taxi operators and drivers, enhance the awareness of civilized service and standardized service, and maintain the image of xi. Chapter II Management of the Right to Operate Article 8 The right to operate a taxi shall be sold and transferred with compensation.

Enterprises and individuals engaged in taxi business activities must obtain the right to operate taxis. Ninth taxi management rights transfer, by the city taxi industry administrative departments in accordance with legal procedures to organize a unified tender or auction.

Enterprises and individuals participating in bidding or bidding for the right to operate a taxi must pass the qualification examination of the municipal taxi industry management institution.

The proceeds from the transfer of the right to operate a taxi shall be turned over to the finance in full in accordance with the relevant provisions and used for special purposes.

Cities and counties are not allowed to develop taxis or transfer management rights on their own. Article 10 The number of taxi management rights transferred shall be determined according to the development plan of the taxi industry in this Municipality. Eleventh operators who have obtained the right to operate a taxi, after handling the relevant procedures such as vehicle license, can obtain the taxi business license and taxi road transport certificate in the city taxi industry management institution. Twelfth taxi operators need to transfer the right to operate a taxi or update the vehicle, with the consent of the city taxi industry management agencies, to the industry and commerce, taxation and public security departments to handle the relevant procedures.

If the right to operate a taxi is transferred, the transferor shall pay the value-added fee to the municipal finance according to the provisions of the Municipal People's Government. Value-added fees shall be earmarked in accordance with relevant regulations. Thirteenth taxi franchise expires, the operator shall terminate the business activities, and return the taxi business license and road transport certificate to the city taxi industry management agencies. Chapter III Qualification Management Article 14 An enterprise operating a taxi shall meet the following conditions:

(a) there are passenger vehicles and corresponding funds that meet the requirements of the industry;

(2) Having a parking lot and a fixed business place suitable for its business scale;

(3) Having corresponding managers and drivers;

(4) Having a management system suitable for the mode of operation;

(five) the business license issued by the city taxi industry management agency. Fifteenth individual industrial and commercial households operating taxis shall meet the following conditions:

(a) there are passenger vehicles and corresponding funds that meet the requirements of the industry;

(2) Having a permanent residence or temporary residence permit in this Municipality;

(three) meet other conditions stipulated by the city taxi industry management agencies. Sixteenth taxi drivers should meet the following conditions:

(1) Having a permanent residence or temporary residence permit in this Municipality;

(two) a motor vehicle driver's license issued by the public security department, and have more than two years of driving experience;

(3) Having passed the industry vocational training and obtained the qualification certificate of taxi driver. Seventeenth taxi operating vehicles shall meet the following conditions:

(1) The public security department has passed the examination;

(2) Car models and body decoration that meet industry regulations;

(three) in accordance with the provisions of the industry to install qualified signs, meters and empty rental signs;

(four) in accordance with the provisions of the industry to post the operating license logo, rental price tag, spray printing enterprise name and supervision telephone number. ;

(5) installing safety devices in accordance with state regulations. Eighteenth city taxi industry management agencies shall conduct an annual review of the taxi operator qualification, taxi driver qualification, taxi service facilities. Those who pass the annual examination are allowed to continue to operate; If the annual examination fails, it shall be corrected within a time limit. Nineteenth taxi drivers who have been disqualified for violating the law shall not engage in taxi passenger service within three years. Twentieth operators to change the industrial and commercial registration items or suspend business, business, within ten days from the date of change or closure, with the documents of the industrial and commercial and tax departments, to the city taxi industry management agencies to handle the relevant procedures. If it is closed down, it shall return the taxi road transport certificate and other licenses.
