At present, we have entered the flood season with frequent geological disasters, and it is of particular significance to carry out this geological disaster emergency drill.

8. Drill background

1. Disaster situation at the drill location

Siwang Village, Shagou Town (a natural village belonging to Huangtuquan Village, Shagou Town) is located in Located 20 kilometers northwest of the town, the village has 116 households with 278 people. The village is located in the middle and upper part of the south side of the hillside. The slope of the hillside is about 30°. The hillside is covered with a mixture of clay and mudstone 0.8 to 4 meters thick. The lower part is impermeable shale. As the villagers built houses and dug foundations, the stress of the mountain was destroyed. , the mountain has been slowly sliding down over the years, causing deformation and cracks in some villagers' houses. On August 6, 2012, due to the heavy rainfall caused by Typhoon Dawei passing through the area, the village was in danger of a landslide geological disaster. The landslide was about 60 meters long and 70 meters wide, and the tensile cracks were about 0.1 to 0.4 in width. meters, seriously threatening the life and property safety of the villagers.

2. Disaster scenarios

Affected by the combination of the Pacific subtropical high pressure and cold air in recent days, Yishui County has experienced heavy to heavy rains. From July 22 to On July 23, the average rainfall in the basin reached 100 millimeters. Among them, Siwang Village suffered from continuous rainfall, heavy rainfall and other factors. The landslide may have a rapid sliding trend, posing a serious threat to the houses and 44 residents below it.

An "Emergency Plan for Sudden Geological Disasters at Important Geological Hazard Hazard Points" has been prepared for this landslide hazard point, and the threatened people hold "Disaster Prevention Work Understanding Cards" and "Risk Avoidance Understanding Cards."

9. Implementation steps of emergency plan drills

(4) Determine the number of people from each unit that should participate in this exercise.

2. Preparation for emergency plan drills

(1) The emergency command department is fully responsible for the coordination and planning of all preparations.

(2) The traffic security and communication team should be familiar with the disaster risk of the Siwang Village landslide and the relevant conditions in the dangerous area, formulate traffic control and security measures in the disaster area, solve relevant problems, and prepare to block the highway , road traffic prohibition signs and warning signs prohibiting entry into dangerous areas.

(3) The emergency investigation and monitoring team should be familiar with the geographical environment and landslide conditions of the Siwang Village landslide, set up monitoring signs, monitor resettlement locations and monitoring records, etc.

(4) The emergency rescue and disaster relief team and the basic living security team should be familiar with the geographical environment and landslide conditions of the Siwang Village landslide, and keep in mind the evacuation routes, temporary resettlement locations for victims, and temporary settings of health rescue stations. 3. Emergency plan drill preparation work

There is a serious danger in Siwang Village. There are obvious signs of landslides. The situation is critical. Please send someone to investigate as soon as possible."

At 9:34, Niu Shujuan, director of the County Land and Resources Bureau, issued an order:

“The emergency investigation and monitoring team of the Yishui County Land and Resources Bureau immediately rushed to the scene to conduct investigations, conduct danger assessment and emergency response.”

At 9:34, Qin Zhaoqiang, Secretary of the Party Committee of Shagou Town, reported to Wang Yonghao, member of the Standing Committee of the County Party Committee and executive deputy county magistrate, reported: "County Magistrate Wang, there is a landslide geological disaster in Siwang Village of our town. The situation is urgent. It is recommended that the county-level emergency geological disaster emergency plan be launched immediately."

After receiving the report, Wang Yonghao, member of the Standing Committee of the County Party Committee and Executive Deputy County Magistrate, decided to activate Yishui County’s emergency geological disaster emergency plan and establish a landslide geological disaster emergency rescue headquarters in Siwang Village, Shagou Town. 11. On-site layout

The command center is located on the north side of the resettlement area of ??Siwang Village, Yishui County, and has a simple viewing platform. The specific location will be determined according to the situation in the village. A row of tables and chairs is set up on the viewing platform, with 12 to 15 seats, and two rows of wooden stools are placed behind it.

A scaffolding (3.5 meters high) was built behind the viewing platform with a ceiling. A banner "Landslide Geological Disaster Emergency Drill in Siwang Village, Shagou Town, Yishui County" was hung in front of the ceiling. Wooden stools were placed on both sides of the auxiliary platform to explain the explanation. The platform is located on the west side of the auxiliary platform.
