Yantai organized the 22nd air defense siren test because August 15 was the anniversary of Japan’s unconditional surrender and the day when Yantai was first attacked by the Kuomintang in 1947. According to the Civil Air Defense Law and the Implementation Measures of Shandong Province, the Yantai Municipal People's Government and Yantai Garrison District decided in 1998 to set August 15 as the city's air defense siren test day.
