(A) service functions

Provide residents with diversified services such as employment, daily life, social security, poverty alleviation, education, culture, medical and health care, fitness and family planning.

(B) the function of residents' autonomy

Community residents' autonomous organizations and mass organizations carry out their work in accordance with their respective articles of association. Community neighborhood committees are responsible for handling public affairs and public welfare undertakings such as policy and legal publicity, self-help and mutual assistance services, convenience and benefit services, mediation of civil disputes, creation of spiritual civilization, organization of cultural and sports activities, and poverty alleviation; Assist the government to do a good job in social security, urban management, social stability, public health, family planning, special care and relief, youth education and other work related to the interests of community residents; Responsible for coordinating and managing community organizations such as non-governmental organizations, volunteer organizations, owners' committees and property management agencies. Community neighborhood committees are directly elected according to law. Establish and improve the system of community members' representative meeting, hearing on major issues, open government affairs and democratic appraisal, establish the system of NPC deputies and CPPCC members receiving community residents regularly, and broaden the channels for residents to reflect their opinions and interests.

(3) Maintaining the function of safety and stability

Carry out activities to create safe communities to enhance people's sense of security. Strengthen the construction of community police office, realize one policeman or more policemen in a community, and community policemen can concurrently serve as deputy secretary or deputy director of community neighborhood committees according to law. Strengthen community security patrols and the construction of public security organizations. Establish a mediation mechanism for contradictions and disputes in community neighborhood committees, and broaden the feedback channels for social conditions and public opinion collection. The floating population receives the same publicity, service and management as the registered population. Relying on the community police office to strengthen fire safety work, strengthen the construction of anti-drug publicity and education and drug prevention education positions, and improve the residents' ability to refuse drugs. We will improve the emergency mechanism for public emergencies and natural disasters, promote the overall linkage of social early warning, social mobilization, rapid response and emergency response, and safeguard community security and stability.

(D) the function of promoting civilization

Build a harmonious community culture, consolidate the ideological and moral foundation of social harmony, cultivate civilized citizens with self-esteem and self-confidence, and establish mutual help, friendship and harmonious interpersonal relationships. Develop residents' public welfare cultural undertakings and build places for reading, reading newspapers, entertainment and fitness. Incorporate the management of commercial entertainment places, electronic game halls (rooms) and internet cafes in the community into the comprehensive management assessment system of civilized communities and social security. Establish various learning organizations and carry out various forms of education, training and popular science activities. Improve the community environmental protection management system and build a resource-saving and environment-friendly ecological civilization community. Strengthen the comprehensive management of community environmental sanitation, gradually expand the coverage rate of community greening, improve the bagging rate of domestic garbage, and green, beautify and purify the community environment. Deepen the mass spiritual civilization creation activities focusing on the creation of civilized communities, carry forward Chinese culture and Chongqing humanistic spirit, build a healthy, progressive and distinctive community culture, strengthen humanistic care and psychological counseling for residents, and enhance residents' sense of belonging and identity with the community.
