The written consent of more than two thirds of the owners is required.

The "Opinions" put forward that existing houses within the urban area of Nanchang can apply for the installation of elevators according to law if they meet all the following conditions: in the urban planning area, they have legal ownership certificates, not single property rights; The elevator is installed in the red line of construction land; Not included in the scope and plan of house expropriation; Building structure, fire safety, etc. Meet the installation conditions; Residential buildings with four or more floors and without elevators (except villas) that have been built and put into use.

The "Opinions" stipulate that the application for installing elevators in existing houses should also seek the opinions of all the owners of this unit, and obtain the written consent of the owners whose exclusive parts account for more than two-thirds of the total construction area and more than two-thirds of the total number of people.

The applicable scope of Nanchang City includes donghu district, Xihu District, Qingshan Lake District, qingyunpu district, Honggutan New District, High-tech Development Zone and Economic and Technological Development Zone. There are three ways to raise funds.

According to the principle of "who benefits, who contributes, who owns", the funds needed for installing elevators in existing houses shall be borne by all beneficial owners. The required funds are raised in the following ways:

How to apply specifically?

According to the opinions, elevator installation needs to go through the implementation procedures of 10, as follows:

(2) plan. The applicant shall entrust the relevant units to prepare the implementation plan for installing elevators in existing houses. The implementation plan for elevator installation shall include: the preliminary design plan for elevator installation, the financing plan for elevator installation (including appraisal, design, construction, pipeline relocation and other expenses), the elevator use management plan and other important contents that need to be agreed.

(3) publicity. Street offices (town governments) should organize publicity to inform the existing houses of the implementation plan for installing elevators. If there is any objection during the publicity period, it should be coordinated.

(4) sign an agreement. Owners who invest in installing elevators should fully negotiate the implementation plan of installing elevators and other related contents, and sign an elevator installation agreement after reaching an agreement.

(5) Safety evaluation. The applicant shall entrust an appraisal institution with the qualification of building structure safety appraisal to appraise the building structure safety of the elevator to be installed, and issue a legally effective building structure safety appraisal report.

(6) Construction drawing design. The applicant shall entrust the original design unit or other design units with corresponding qualification levels to carry out construction drawing design. Construction drawing design documents shall comply with the provisions of relevant standards and safety technical specifications such as earthquake resistance, structural safety, fire safety and special equipment.

(7) Joint examination and approval. According to the principle of territorial management, the installation of elevators in existing houses is organized and implemented by counties (development zones and new districts).

County, district (development zone, new district) administrative service center (approval center) should set up existing residential elevator service window. The applicant holds the relevant materials for elevator installation and goes to the window to go through the examination and approval procedures for elevator installation.

After receiving the application materials, the construction departments of counties and districts (development zones and new districts) shall convene relevant departments for joint examination and approval within 10, and issue joint examination and approval opinions.

If the elevator installation involves the relocation of supporting facilities and pipelines such as electric power, telecommunications, water industry, gas, digital TV and Netcom, the applicant shall apply to the corresponding unit for transformation. Relevant units should open a green channel and give priority to it according to the joint examination and approval opinions.

(8) Construction supervision. After the joint examination and approval, the applicant shall entrust a unit with the qualification of general contracting of housing construction projects to carry out civil construction, entrust a unit with the qualification of elevator installation license to carry out elevator installation and construction, and advocate entrusting a supervision unit to supervise the quality and safety of the construction process.

Before the installation of the elevator, the elevator construction unit shall inform the special equipment safety supervision and management department of elevator construction, and at the same time declare the elevator supervision and inspection to a qualified elevator inspection agency.

County, district (development zone, new district) construction engineering quality and safety supervision departments and special equipment safety supervision and management departments should strengthen the supervision and management in the process of elevator installation.

(9) Completion acceptance. The applicant shall take overall responsibility for the safety production in the whole process of elevator installation, and the design, construction and elevator installation units shall bear corresponding lifelong quality responsibilities according to the provisions of relevant laws and regulations.

After the completion of the project, the applicant shall organize the relevant contractors to carry out the completion acceptance of the elevator installation project, and may invite the subdistrict office (town government) to participate in the completion acceptance. Where the county, district (development zone, new district) construction departments should strengthen the supervision and management of completion acceptance. After completion and acceptance, relevant materials shall be handed over to the local city and county construction archives.

It can only be delivered after the completion acceptance is qualified.

(10) Operation and maintenance. The applicant shall, before the elevator is put into use or within 30 days after it is put into use, register the use of special equipment according to law and obtain the registration certificate for the use of special equipment.

Before the elevator is officially put into use, the applicant shall determine the elevator use management unit and sign an agreement according to the elevator installation implementation plan. The agreement must specify the elevator use rights and responsibilities, elevator maintenance premium, maintenance premium, consumables fee, operation management fee, annual inspection fee, electricity fee and safety liability insurance fee, and specify the payment method and proportion of the beneficiary owners.

Elevator use management units can be owners' representatives, owners' committees, property service enterprises or other units. We should entrust elevator maintenance units with corresponding qualifications to maintain elevators, encourage the purchase of elevator use safety liability insurance, and manage the whole process of elevator use and operation (including daily maintenance and regular inspection) in accordance with the requirements of relevant laws, regulations and safety technical specifications to ensure elevator safety and bear corresponding legal responsibilities.
