Recently, many cases of positive infection have been found among foreign high-risk personnel, key populations and people who are willing to do all nucleic acid tests in our city. The source of the epidemic is unknown, the chain is unclear, and the risk of social infection and hidden transmission is great. In order to reduce the risk of epidemic spread, reduce personnel flow, realize early dynamic clearance, and ensure people's life safety and health, according to the requirements of the ninth edition of joint prevention and control mechanism in the State Council and 20 optimized prevention and control measures, the municipal epidemic prevention and control headquarters decided to temporarily adjust the prevention and control measures as follows:

1. Strictly manage foreign workers. All foreign bricklayers should report to the destination community in advance, hold a 48-hour negative nucleic acid test certificate, and complete the "inspection on arrival" at the tile transportation hub. After entering the tile, they should cooperate with the community to implement centralized isolation, home isolation, home health monitoring and "five days, three inspections and three noes" control measures.

2. Strictly manage key places. Theaters, bath centers, massage parlors, beauty salons, gymnasiums, chess rooms, secret rooms, billiard halls, recreation halls, amusement parks, scenic spots, cultural centers, libraries, museums, religious places, Internet cafes, KTV, dance halls, bars and other closed public places, all kinds of bazaars, shopping malls, rural gatherings and morning markets. Fresh fruit supermarkets, hotels, farmers' markets and other living materials protection places strictly implement epidemic prevention and control requirements such as scanning "field code", temperature measurement, wearing masks, checking negative nucleic acid certificates for 48 hours, limiting customers, and peak shifting, and the number of customers received shall not exceed 50% of the maximum carrying capacity.

3. Strictly manage educational institutions. Suspend offline teaching activities in primary and secondary schools, kindergartens, custody classes and various off-campus training institutions, and implement online teaching. Specific control measures shall be implemented in accordance with the provisions of the competent department of industry.

4. Strict public transport management. Suspension of buses, urban and rural line buses and intercity passenger vehicles. Taxis and network cars are operating normally. All drivers and passengers must wear N95 masks, scan the "location code" and do a good job of ventilation, disinfection and sterilization.

5. Strict management of medical institutions and pharmacies. Medical institutions such as small clinics in the city are temporarily closed. Retail pharmacies are prohibited from selling "one refund and two antibodies" drugs, and entry personnel scan "site code", temperature measurement and negative proof of nucleic acid detection within 48 hours.

6. Strict accommodation management. Hotels, guest houses, homestays, apartment hotels, guest houses, day rental houses and other accommodation places should strengthen the investigation and management of check-in personnel. When people check in, they need to scan the "place code", check the travel itinerary, health code, negative certificate of 48-hour nucleic acid test, "check at the store" and report the situation. Do not meet the requirements of epidemic prevention and control, shall not be admitted; At the same time, it is necessary to urge residents to implement the requirements of "three inspections and three noes in five days".

7. Strictly control large-scale social activities. In principle, large-scale meetings, training, exhibitions, cultural performances and other gathering activities will not be arranged. If it is really necessary to hold it, the filing system shall be strictly implemented in accordance with the principles of "who approves and who is responsible" and "who holds and who is responsible". Postpone happy events, simplify funerals, do not hold banquets, reduce gatherings and control the number of people.

8. Strict personnel management of production enterprises. Production enterprises and all kinds of construction sites should strictly check the "four-piece set" and scan the "site code", do a good job in risk investigation of returning workers involved in the epidemic, implement point-to-point commuting and closed management, and have less contact with society.

10. Strictly perform personal responsibilities.
