Trial measures for fire safety management of national grain and oil warehouses

Article 1 In order to strengthen the fire safety management of grain and oil warehouses (hereinafter referred to as grain depots) and ensure the safety of grain depots and workers, these Measures are formulated in accordance with the relevant provisions of the Regulations of People's Republic of China (PRC) on Fire Protection. Article 2 These Measures shall apply to national grain depots. Grain and oil processing plants, grain management institutes, grain depots and other grain storage units can refer to the implementation. Article 3 The fire safety work of grain depots must implement the policy of "putting prevention first and combining prevention with elimination", establish and improve the post responsibility system, adhere to the principle of "whoever is in charge is responsible", and accept the supervision and guidance of the superior competent department and the local public security fire department in business. Article 4 New construction, reconstruction and expansion of grain depots must be designed and constructed in accordance with the requirements of the code for fire protection design of buildings. Article 5 The director of the grain depot is the person in charge of fire prevention of the unit, and is responsible for the fire safety work of the whole grain depot.

The main responsibilities of the person in charge of fire prevention are:

(a) according to the need to set up mass voluntary fire control organizations, set up full-time or part-time firefighters, regular training and drills, the required funds in accordance with the relevant provisions;

(two) to formulate specific plans for fire prevention post responsibility system and emergency rescue;

(3) Conduct fire safety education and regular assessment for employees. New employees and all kinds of professionals should be trained before taking up their posts;

(four) responsible for the daily fire prevention work of grain depots, and organize regular fire safety inspections. Article 6 The grain storage area of a grain depot shall be separated from the processing area and the office living area. Smoking and fire are strictly prohibited in the grain storage area, fireworks and firecrackers are strictly prohibited, and obvious fire prevention signs are set up. When the reservoir area needs open fire operation, it must go through the formalities of examination and approval for the use of fire, and it can only be carried out after being approved by the person in charge of fire prevention in the reservoir area and taking corresponding fire prevention and extinguishing measures. Article 7 No one is allowed to bring inflammable and explosive articles into the grain depot; Due to work needs, it must be approved by the person in charge of grain depot fire prevention, and strict preventive measures should be taken to prevent accidents. Eighth high-rise buildings in the reservoir area should have lightning protection devices. Vertical silo, drying workshop, grain and oil processing workshop, feed processing workshop, etc. Safety devices for dust removal and dust explosion prevention shall be provided. Article 9 It is forbidden to store inflammable and explosive articles around warehouses, oil tanks (pools) and open warehouses and stacks of grain depots. It is forbidden to set up a shed or hoard grain near the grain drying workshop; For the grain that needs to be dried, impurities should be removed before it is put into the machine, and it should be cooled after drying before it can be put into storage. All kinds of oil cakes (residues) and cottonseed can only be stacked and stored after cooling treatment, and the storage and stacking should be ventilated to prevent high temperature spontaneous combustion.

Warehouses, oil tanks (pools) and open storage and stacking should keep necessary fire-proof spacing, and fire truck passages should be kept clear. Tenth grain fumigation operations, to be equipped with perfect fire equipment and alarm devices, and strictly in accordance with the "technical specifications for grain and oil storage (Trial)" of the relevant provisions of the drug, do a good job in fire prevention. Eleventh electrical equipment of grain depot should be managed by a special person, and installed and maintained by an electrician with a certificate from the electric power department. Sealed explosion-proof equipment should be used to install electrical appliances in the warehouse. Electrical equipment should be regularly checked for safety, at least twice a year. If any hidden trouble is found, it should be stopped immediately and repaired quickly. The use and management of storage machinery shall be handled in accordance with the relevant provisions of the Measures for the Administration of Storage Machinery of National Grain and Oil Warehouse. Twelfth grain depot should establish a day and night duty, night patrol and holiday leadership system. In the peak season of purchasing grain and oil commodities, specific measures to strengthen fire safety work should be formulated in light of local actual conditions. Thirteenth grain depots should be equipped with fire fighting equipment according to the requirements of the national grain and oil warehouse fire fighting equipment table (see annex). Fourteenth grain depot fire fighting equipment should be managed by special personnel, regular inspection and maintenance, keep intact for standby. Fire fighting equipment shall be stored in a fixed place and shall not be used for other purposes.

In areas with freezing, anti-freezing measures should be taken for fire-fighting equipment and equipment afraid of freezing before the freezing season comes. Fifteenth hidden dangers found in the fire safety inspection of grain depots should be designated personnel, limited time, and take practical measures to eliminate them. Problems that are difficult to solve at the moment should be reported in time and preventive measures should be taken to ensure safety. Article 16 When a fire breaks out in a grain depot, an alarm must be given immediately, and the person in charge of fire prevention or relevant leaders should quickly organize forces to put out the fire, minimize losses, and not delay the rescue or delay the opportunity for any reason. Seventeenth grain depot fire accident, in accordance with the relevant provisions of the "national grain and oil warehouse management measures", timely report to the higher authorities. At the same time, we should take it seriously and deal with it seriously in accordance with the principle of "three noes" (unclear analysis of the cause and responsibility of the accident, the person responsible for the accident and the masses without education and preventive measures). Eighteenth units and personnel who have made achievements in fire safety work shall be commended and rewarded by the higher authorities or their units. Nineteenth units and personnel who violate fire laws and regulations and these measures, or neglect fire prevention work, shall be given administrative sanctions or economic penalties by the superior competent department or the unit according to the seriousness of the case; Those who violate the criminal law shall be handed over to the judicial department for criminal responsibility. Twentieth provinces, autonomous regions and municipalities directly under the central government, the administrative department of food, according to these measures, combined with local conditions, formulate specific provisions.
