It is understood that China's existing cultivated land is distributed in 49 natural regions from south to north and from low to high. To protect cultivated land, we must fully consider the leading role of natural geographical pattern in cultivated land resources.

For a long time, in order to protect cultivated land and curb illegal land occupation, relevant departments have issued various documents and policies, such as the Notice on Resolutely Stopping Farmland Conversion, which clearly points out that it is strictly forbidden to occupy permanent basic farmland and expand nature reserves. New nature reserves should have clear boundaries and should not occupy permanent basic farmland. Permanent basic farmland and concentrated contiguous farmland outside nature reserves shall not be included in the red line of ecological protection; It is strictly forbidden to illegally occupy cultivated land for non-agricultural construction; Shall not violate the planning to engage in non-agricultural construction, indiscriminate occupation of cultivated land to build houses.

The 14th Five-Year Plan for National Economic and Social Development in People's Republic of China (PRC) and the Outline of Long-term Objectives in 2035 also mentioned that the strictest cultivated land protection system should be adhered to, the quantity protection and quality improvement of cultivated land should be strengthened, the red line of 654.38+0.8 billion mu of cultivated land should be strictly observed, the "non-agricultural" of cultivated land should be curbed, the "non-agricultural" should be prevented, the balance of cultivated land occupation and compensation should be standardized, and it is strictly forbidden to supplement dry land with paddy fields.

The relevant person in charge of the Ministry of Natural Resources said that the Ministry of Natural Resources will strictly implement the strictest farmland protection system, adopt hard measures of "long teeth", promote local governments at all levels to manage and protect farmland according to laws and regulations, and urge the competent natural resources departments at all levels to earnestly perform their duties and truly be strict, resolutely rectify and correct violations of laws and regulations, and form an atmosphere in which violations of laws and regulations are guaranteed, punished and investigated in the whole society.

The person in charge also said that local governments at all levels and natural resources authorities should take effective measures to strengthen supervision and management, so as to achieve "early detection, early stop and early disposal" and "zero tolerance" for all kinds of new illegal occupation and destruction of cultivated land. The State Bureau of Natural Resources Supervision will continue to track and supervise the reported cases to ensure that the problems are rectified in place.
