Article 1 This Law is formulated in order to standardize and guarantee the performance of duties by the marine police, safeguard national sovereignty, security and maritime rights and interests, and protect the legitimate rights and interests of citizens, legal persons and other organizations.

Article 2 The maritime police force of the People's Armed Police Force, that is, the marine police agency, shall uniformly perform the duties of maritime rights protection and law enforcement.

Marine police agencies include China Marine Police and its branches and bureaus directly under it, provincial marine police, municipal marine police and marine police workstations.

Article 3 This Law shall apply to the maritime rights protection and law enforcement activities of maritime public security organs in the waters under the jurisdiction of People's Republic of China (PRC) (hereinafter referred to as the waters under the jurisdiction of China) and over them.

Article 4 Law enforcement of maritime rights protection adheres to the leadership of the Communist Party of China (CPC), implements the overall concept of national security, and follows the principles of management according to law, comprehensive management, standardization, efficiency, fairness and civilization.
