Measures of Qingdao Municipality on National Voluntary Tree Planting

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant laws and regulations of the state and the actual situation of this Municipality in order to carry out the nationwide voluntary tree planting campaign in an in-depth and lasting manner. Article 2 These Measures shall apply to the administrative area of Qingdao. Article 3 All People's Republic of China (PRC) citizens living in this city, male 1 1 to 60 years old, female 1 1 to 55 years old, except those who have lost the ability to work, should voluntarily plant five trees every year or complete the corresponding workload of seedling raising, forest protection and other greening tasks according to these measures.

For teenagers who have reached the age of 1 1 but have not reached the age of 18, they should arrange voluntary tree planting or voluntary tree planting propaganda and forest management and protection work nearby.

Persons who are exempted from tree planting obligations according to law, voluntarily participate in voluntary tree planting or voluntarily make other contributions to voluntary tree planting shall be encouraged. Fourth city and district (city) Greening Committee is responsible for the organization and leadership of voluntary tree planting within their respective administrative areas.

City, district (city) forestry administrative departments and garden administrative departments are the administrative departments in charge of voluntary tree planting in rural areas and cities (limited to urban areas) within their respective administrative areas, and are responsible for the planning, specific implementation, inspection and acceptance of voluntary tree planting. Fifth Township People's governments (street offices), departments and units in charge of various systems shall set up leading bodies for greening, and determine specialized agencies or personnel to be responsible for voluntary tree planting in their respective jurisdictions, systems and units. Sixth voluntary tree planting should adhere to the principle of combining urban and rural areas, and improve the coverage rate of urban and rural greening. Article 7 All units and citizens within the administrative area of this Municipality have the obligation to publicize and protect trees, woodlands, green spaces and greening facilities; Have the right to stop or report and expose acts that hinder voluntary tree planting and destroy trees, woodlands, green spaces and greening facilities. Chapter II Planning and Implementation of Voluntary Tree Planting Article 8 The Municipal and District (city) Greening Committee shall, according to the overall urban and rural development plan, organize the preparation of a national voluntary tree planting plan and incorporate it into the national economic and social development plan.

The annual implementation plan of voluntary tree planting is proposed by the competent department of voluntary tree planting and organized and implemented after being approved by the Greening Committee at the same level. Ninth urban compulsory tree planting plan should be combined with urban greening, beautifying the city appearance, protecting the environment and improving economic and social benefits; The rural compulsory tree planting plan should be combined with the development planning of agriculture and animal husbandry, the comprehensive management planning of landscape fields and roads, the planning of soil and water conservation, the planning of village and town construction and the promotion of rural economic and social development. Article 10 The Municipal Greening Committee may arrange municipal organs, organizations, troops and central and provincial units in the five districts of Shinan, Shibei, Taitung, Sifang and Cangkou to participate in voluntary tree planting in rural areas; Conditional units can establish voluntary tree planting bases in designated areas.

The key points of voluntary tree planting in Qingdao urban area are: along the seaside scenic spot, on both sides of the expressway entering the urban area, in Laoshan scenic spot and on the green hills in the urban area. Eleventh district (city) people's governments and departments in charge of various systems shall, before the end of each year 1 1, report the statistics of the number of citizens who should undertake the task of voluntary tree planting in their respective regions and systems to the municipal departments in charge of voluntary tree planting. The municipal competent department of voluntary tree planting shall, according to the national voluntary tree planting plan, annual implementation plan and population statistics, issue voluntary tree planting plans for the next year in all regions and systems. Twelfth specific organization and implementation of voluntary tree planting shall be carried out in the following ways:

(a) voluntary tree planting by municipal organs, organizations, municipal enterprises and institutions, troops stationed in Shinan, Shibei, Taitung, Sifang and Cangkou, and central and provincial units shall be organized and implemented by the municipal competent department of voluntary tree planting;

(II) The voluntary tree planting of organs, organizations, enterprises and institutions at the district level in Shinan, Shibei, Taitung, Sifang and Cangkou shall be organized and implemented by the competent department of voluntary tree planting in the district;

(three) voluntary tree planting in county-level cities, Laoshan District and Huangdao District shall be organized and implemented by the local competent department of voluntary tree planting;

(four) voluntary tree planting within the scope of land use of each unit shall be organized and implemented by each unit;

(five) voluntary tree planting in urban streets is organized and implemented by local street greening institutions;

(six) voluntary tree planting in rural areas, organized and implemented by the local township people's government;

(seven) voluntary tree planting of individual industrial and commercial households shall be organized and implemented by the township (street) greening institutions in conjunction with the local administrative department for industry and commerce. Thirteenth units to organize voluntary tree planting can take the following forms:

(a) Rotation of participation by all staff;

(2) Organize regular rotation of professional teams.

Units and individuals who cannot complete voluntary tree planting due to special circumstances such as work and production shall pay the greening fee to the competent department of voluntary tree planting after obtaining the consent of the local greening Committee.

Greening fee standard, according to the prescribed procedures for approval before implementation. Fourteenth citizens participate in the following voluntary tree planting work every year, and if the quality reaches the standard, it is deemed to have completed the voluntary tree planting task of that year:

(a) to participate in afforestation and soil preparation or digging holes for two working days;

(two) seedling 1.5 square meters or 300 cuttings or 600 grams of collected tree species;

(three) planting three square meters of lawn or flower bed;

(4) planting a three-meter hedge;

(five) two working days to complete the task of forest protection or flower protection.
