"Regulations on Highway Management in Gansu Province" Chapter IV Management of Building Control Zones on Both Sides of Highway

Twenty-sixth construction control areas on both sides of the highway refer to areas where buildings and ground structures are prohibited from being built within a certain distance from the outer edge of the highway land except for the needs of highway protection and maintenance.

The specific scope of the building control area: national highway is not less than 20m, provincial highway is not less than 15m, county road is not less than 10m, and township road is not less than 5m. Among them: expressways, first-class highways and closed second-class highways are not less than 30 meters, and overpasses and passages are not less than 50 meters.

Twenty-seventh in the construction of buildings near road bends, the spacing must meet the needs of driving sight distance or interchange, in line with the relevant provisions of the state. Buildings built outside the building control area shall not extend to the boundary of the control area in the air, and shall not block road signs and hinder the safe sight distance.

Twenty-eighth in the construction control area on both sides of the highway, blasting, mining and earth borrowing are not allowed; No road subgrade or slope shall be buried; Mines are not allowed to cross roads. The implementation of the above acts outside the building control area on both sides of the highway shall not endanger the safety of the highway.

Twenty-ninth during the construction of new or rebuilt highways, the building control areas on both sides of them shall be managed by highway management agencies in accordance with the provisions of Article 26 of these regulations.

Article 30 The planning, urban and rural construction, land resources and other relevant departments of the people's governments at all levels, when preparing urban and rural planning, approving construction projects and requisitioning land, shall be handled in accordance with the provisions of Articles 26 and 27 of these Regulations.

Thirty-first in the construction control areas on both sides of the highway, the installation of various billboards, investment cards and other off-highway signs shall be approved by the highway management agencies.

Thirty-second due to highway construction or traffic safety and other reasons, it is necessary to dismantle the existing legal buildings and ground structures in the building control area, and compensation shall be given according to law. Those that have no impact on highway construction and traffic safety may be retained, but the area and construction area may not be expanded.
