Anti-trafficking work on the crime of abducting women and children

The first liaison meeting of the inter-ministerial joint meeting on action against trafficking in women and children held on October 28, 2008 was informed that China’s anti-trafficking work has achieved significant results, and the crime of trafficking in women and children has occurred nationwide. The overall number has declined, but such crimes are still prominent in some areas, and the criminal situation and methods have also shown some new characteristics. China will effectively strengthen anti-trafficking and anti-trafficking work. These new characteristics are: the trend of criminal gangs is obvious, and the criminal network is complex; the objects of trafficking are becoming more complex, and the number of cases targeting children is increasing, and illegal adoption is still the main purpose of child trafficking crimes; the criminal methods are diversified and the trend of violence is obvious , cases of theft and child snatching occur from time to time, and some criminal suspects abduct and traffic women through new means of committing crimes such as online chatting and making friends, meeting for fun and so on; the crime area is gradually expanding, and transnational and cross-border cases of abduction and trafficking of women and children occur frequently.

Vice Minister of the Ministry of Public Security Zhang Xinfeng said that solving the problem of trafficking requires the full cooperation of relevant departments and all sectors of society. The national anti-trafficking action plan has laid a good foundation for multi-department cooperation. All member units of the joint meeting must compare their work. Division of labor, clear goals, improve measures, implement responsibilities, pay close attention to implementation, and promote the in-depth development of anti-trafficking work.

On January 1, 2008, the "China Action Plan Against Trafficking in Women and Children" was implemented. This action plan involves 28 ministries and commissions, covering prevention, combat, victim assistance, repatriation and rehabilitation, international cooperation, etc. All areas of anti-trafficking work. In accordance with the action plan, an inter-ministerial joint meeting system for anti-trafficking in women and children was established, with the Ministry of Public Security as the leading unit. All regions, especially areas with key criminal activities of trafficking in women and children, established corresponding anti-trafficking mechanisms based on their actual conditions.
