Article 2 The term "urban city appearance management" as mentioned in these regulations refers to the management of urban roads, streets, bazaars, rivers and other water surfaces, buildings, structures, construction sites, outdoor advertising, means of transportation, and public places. The management of public facilities, public green spaces, etc., as well as the management of urban construction waste, domestic waste and environmental sanitation facilities. Article 3 All units and individuals operating in the planned urban areas of this city (hereinafter referred to as the “city”) shall abide by these regulations.

Any unit or individual shall keep the city appearance and environmental sanitation clean and beautiful, respect the work of city appearance and environmental sanitation staff; and have the right to discourage, stop and report violations of these regulations. Article 4: The management of urban appearance shall implement the principles of unified leadership, hierarchical responsibilities, and the combination of management and services, education and punishment. Article 5 The Kunming Municipal City Appearance Administrative Department is responsible for the city’s city appearance management.

The county (city) district city appearance administrative department is responsible for the city appearance management within its own administrative jurisdiction, and accepts the management and guidance of the Kunming City City Appearance Administrative Department in terms of business.

Township people's governments and sub-district offices are specifically responsible for the city appearance management within their jurisdiction, and accept the supervision and guidance of superior city appearance administrative departments in business.

Planning, construction, municipal administration, industry and commerce, gardening, transportation, public security, construction management, environmental protection, health and other departments at all levels should do a good job in city appearance management in accordance with their respective responsibilities. Article 6 The Municipal City Appearance Supervision Team, entrusted by the municipal administrative department for city appearance, is responsible for the supervision and inspection of the city's city appearance management; the county (city) district City Appearance Supervision Team, entrusted by the people's government at the same level, is responsible for the supervision of city appearance management within its jurisdiction. , Inspection work.

City management and inspection personnel should wear signs when performing official duties; when investigating and handling illegal activities, they should present their law enforcement certificates, enforce the law in a civilized manner, and administer in accordance with the law. Article 7 The municipal, county (city) and district people's governments shall attach great importance to urban appearance work and increase investment in urban appearance management; take effective measures to gradually improve the working conditions of city appearance and environmental sanitation workers; and Units and individuals with outstanding achievements will be commended and rewarded.

City, county (city) and district city appearance administrative departments should strengthen scientific and technological research on urban appearance, promote advanced technologies, and improve the modernization level of urban appearance management.

Publicity, news, education and other units should strengthen the publicity and education of urban city appearance management laws, regulations and environmental sanitation knowledge, and enhance citizens' legal awareness and civilized awareness. Chapter 2 Urban Appearance Management Article 8 Property owners or users shall keep all types of buildings, structures and other facilities safe, intact and tidy. Article 9: When carrying out construction and demolition projects in the city, the construction unit and construction unit shall sign a city appearance cleaning responsibility letter with the city appearance administrative department before construction. Among them, construction within the administrative jurisdiction of Panlong District, Wuhua District, Guandu District, and Xishan District shall be handled by the municipal and city appearance administrative departments; construction in other counties (cities) shall be handled by the city appearance administrative departments of the counties (cities) within the jurisdiction. .

Blocking walls should be set up around the construction site to effectively prevent dust, mud and sewage from polluting the environment. Necessary vehicle washing or other anti-mud facilities should be installed at the exit of the construction site to prevent vehicles from polluting the road.

When the construction project is completed, various temporary buildings, structures and other facilities should be demolished at the same time, the construction site and surrounding environment should be cleaned up, and they should be accepted by the city appearance administrative department with which the city appearance cleaning responsibility letter is signed. , to evacuate the construction site. Article 10 City street-facing units and individuals shall strictly implement the three-guarantee responsibility system for order, sanitation, and greening in front of their doors, keep their front doors clean and orderly, storefronts and signage beautiful and intact, and use civilized and standardized language. Article 11 Decoration or awnings of urban street-facing buildings, various types of outdoor advertisements, slogans, bulletin boards along the streets, promotional showcases and archways must be subject to the unified planning of the city's administrative department for city appearance and must not affect the city's appearance. Relevant departments should obtain the consent of the municipal administrative department for city appearance when handling the approval procedures. Article 12 Vehicles driving within the city’s second ring road must be kept in good shape and clean.

Vehicles carrying garbage, feces and other wastes as well as other liquids and bulk materials should take measures such as sealing, bandaging, and covering to carry out airtight transportation, and no leakage or spillage is allowed; any leakage or spillage occurs. , the city appearance administrative department may order the person to stop driving and go to a designated location to make rectifications until the person concerned corrects and takes effective remedial measures. Article 13 Management and protection units and responsible units shall keep green belts and facilities such as street trees, hedges, lawns, flowers and trees in the city clean, beautiful and intact; missing or dead trees shall be replanted and repaired in a timely manner; tree planting, Waste and polluted road surfaces generated during tree pruning operations should be removed promptly. Article 14 No unit or individual may distribute various types of advertisements and promotional materials on urban roads, squares and outdoor public places without authorization. It is prohibited to carve or put stickers on buildings, structures, public facilities, residential areas and tree poles without authorization.
