Chapter 1 General Provisions Article 1 In order to contain and eliminate extremism, prevent extremist infringements, and achieve social stability and long-term peace and order, in accordance with the "Constitution of the People's Republic of China" and "The Constitution of the People's Republic of China" The National Anti-Terrorism Law, the State Council's "Regulations on Religious Affairs" and other relevant laws and regulations are formulated in light of the actual conditions of the autonomous region. Article 2 These Regulations shall apply to the de-radicalization within the administrative region of the autonomous region. Extremism as mentioned in these regulations refers to ideas and behaviors that incite hatred, incite discrimination, and advocate violence by distorting religious teachings or other methods.
The autonomous region prevents, curbs and eliminates extremism, and prevents and punishes extremist criminal activities. Article 4: To de-radicalize, we must adhere to the Party’s basic policy on religious work, adhere to the direction of sinicizing religion and the rule of law, and actively guide religion to adapt to socialist society. Article 5: The de-radicalization work implements a leadership responsibility system and an annual target responsibility assessment system. Article 6: Autonomous regions, prefectures (cities, prefectures), and counties (cities, districts) shall establish de-extremization leading groups to be responsible for de-extremization in their respective administrative regions.
The de-radicalization leading group has an office to perform related functions such as investigation and research, guidance and coordination, supervision and inspection. Article 7: Any unit or individual should consciously resist and oppose extremism, and report and expose extremist words and deeds. Article 8: Recognize and reward units and individuals that have made outstanding achievements in de-radicalization. Chapter 2 Main manifestations of extremism Article 9 Affected by extremism, the following speeches and behaviors are extremist and are prohibited:
(1) Promoting and spreading extremist ideas;
(2) Interfering with others’ freedom of religious belief, forcing others to participate in religious activities, forcing others to provide property or services to religious activity venues and religious personnel;
(3) Interfering with others’ weddings and funerals , inheritance and other activities;
(4) Interfering with other people’s exchanges, exchanges, and living together with people of other ethnic groups or people of other faiths, and driving people of other ethnic groups or people of other faiths away from their place of residence.
(5) Interfering with normal cultural and entertainment activities, rejecting and rejecting public products and services such as radio and television;
(6) Generalizing the concept of halal and The concept of halal has been expanded to other fields besides halal food, and those who exclude or interfere with other people's secular lives in the name of halal; (7) Those who themselves or force others to wear veils or extremist symbols ;

(10) Not allowing children to receive national education and hindering the implementation of the national education system;
(11) Intimidating and inducing others to boycott and enjoy national policies, deliberately destroying resident identity cards, household registration books and other national legal documents and deface the RMB;
(12) Deliberately damaging or destroying public or private property;
(13) Publishing, printing, distributing, selling, producing, downloading, storing, Copying, consulting, excerpting, and possessing articles, publications, audio and video containing extremist content;
(14) Deliberately interfering with or undermining the implementation of the family planning policy;
(15) Other extremist speeches and behaviors. Chapter 3 Preventing, Containing and Eliminating Extremism Article 10 To de-radicalize, we must accurately grasp the boundaries between ethnic customs, normal religious activities, illegal religious activities and extremist behaviors, distinguish their nature, implement classified policies, persist in uniting and educating the majority, and attack in isolation Very few. Article 11: De-radicalization should adhere to systematic governance, comprehensive policies, and treatment of both symptoms and root causes, and should be closely integrated with education and training, improving people's livelihood, care and assistance, poverty alleviation, and creation of national unity and progress to achieve mutual promotion.
Article 12: To de-radicalize, we should adhere to the correct political direction and public opinion guidance, promote the main theme, and spread positive energy; strengthen the anti-infiltration and anti-separatist struggles in the ideological field, and prohibit the use of various media to promote extremism and disrupt social order. It is prohibited for any institution or individual to spread or promote extremism through subject research, social surveys, academic forums, etc. Article 13 To de-radicalize, we should carry out large-scale preaching, large-scale studies, and large-scale discussions, use modern scientific and cultural knowledge to educate the masses to advocate science and civilization, use legal knowledge to educate the masses to learn and abide by the law, use religious righteousness to rectify the source, refute heresies and fallacies, and guide religious belief The masses must establish upright beliefs and actions, and consciously resist extremism. Article 14 To de-radicalize, education and transformation should be done well, and individual education should be combined with vocational skills education and training center education; legal education should be combined with tutoring activities; ideological education, psychological counseling, behavior modification and learning of the national common spoken and written language should be implemented. Combining the study of law and learning skills, and combining educational transformation with humanistic care to enhance the effectiveness of educational transformation. Article 15: To de-radicalize the floating population, we should strengthen service management for the floating population, give full play to the role of communities, industry departments, and various enterprises, and do a good job in de-radicalizing the floating population. Chapter 4 The Main Responsibilities of the Government and Relevant Departments Article 16 People's governments at all levels and their departments and units shall carry out de-extremization work in accordance with their respective responsibilities.
