Measures to establish religious institutions

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Regulations on Religious Affairs for the purpose of regulating the establishment of religious institutions. Article 2 Religious institutions as mentioned in these Measures refer to full-time institutions organized by religious groups to train religious personnel and other religious professionals.

Religious colleges are divided into colleges and secondary schools. Higher religious institutions have a schooling system of more than four years, and graduates have bachelor degree or above; The educational system of secondary religious schools is two to three years, and the graduates have technical secondary school or college education. Article 3 Religious institutions shall be organized by national religious groups or religious groups in provinces, autonomous regions and municipalities directly under the Central Government. No other organization or individual may establish religious institutions. Article 4 The religious affairs department of the government shall supervise, inspect and guide religious institutions according to law. Chapter II Conditions and Standards for Establishment Article 5 The establishment of religious institutions shall meet the conditions stipulated in Article 9 of the Regulations on Religious Affairs. Sixth religious institutions have been established in the same provincial administrative region, and the establishment of new religious institutions of the same kind is generally not approved. Article 7 The establishment of religious institutions of higher learning shall meet the following standards:

(a) the enrollment object has at least a secondary religious college or an ordinary senior high school education, or has the same educational level;

(two) the total number of teachers is not less than 10% of the total number of students, of which at least 50% are full-time teachers;

(3) Having an independent teaching place, and its building facilities shall meet the basic needs of teaching, scientific research, religious life, teachers' and students' daily life and physical exercise, and conform to the relevant state regulations on planning, construction and fire control;

(4) Having necessary teaching equipment and modern teaching equipment, and having at least 30,000 books;

(5) Having the necessary funds for running a school. Article 8 The establishment of a secondary religious school shall meet the following standards:

The enrollment target has at least an ordinary junior high school education level;

(two) the total number of teachers is not less than 8% of the total number of students, of which at least 50% are full-time teachers;

(3) Having an independent teaching place, and its building facilities shall meet the basic needs of teaching, teachers' and students' religious life, daily life and physical exercise, and comply with the relevant state regulations on planning, construction and fire control;

(4) Having necessary teaching equipment and no less than 20,000 applicable books;

(5) Having the necessary funds for running a school. Chapter III Procedures for Examination and Approval Article 9 To apply for the establishment of a religious institution, one must fill out the Application Form for the Establishment of a Religious Institution and submit the following materials:

School charter and training plan;

A description of the trainees who meet the training requirements;

(three) the necessary proof of the preparation funds, the explanation of the main sources of the school funds and the relevant supporting documents;

(four) the basic situation of the teachers, school leaders and members of the management organization to be established;

(five) a description of the existing school buildings and other infrastructure and equipment, or a feasibility study report on the proposed new school buildings;

(6) Other relevant materials. Tenth national religious organizations to set up religious institutions, apply to the State Bureau of religious affairs.

Religious organizations in provinces, autonomous regions and municipalities directly under the Central Government who intend to establish religious colleges shall apply to the religious affairs department of the local provincial people's government. The religious affairs department of the provincial people's government shall put forward opinions within 30 days from the date of receiving the application. Those who intend to agree shall be reported to the State Bureau of Religious Affairs for examination and approval. Article 11 The State Bureau of Religious Affairs shall make a decision of approval or disapproval within 60 days from the date of receiving an application from a national religious group or a report from the religious affairs department of the provincial people's government on the establishment of a religious institution. If it is not approved, it shall explain the reasons in writing. Article 12 Religious organizations may start to build religious institutions only after they have been approved by the State Bureau of Religious Affairs. The preparation period is generally not more than 3 years, and may be appropriately extended after special circumstances are reported to the State Bureau of Religious Affairs for approval. Thirteenth religious institutions after the completion of the preparatory establishment, organized by the religious groups in accordance with the procedures stipulated in Article 10 of these measures submitted to the State Bureau of Religious Affairs for examination and acceptance. Only after passing the examination and acceptance can the enrollment be listed. Article 14 The alteration, cancellation and merger of religious institutions shall be handled in accordance with the relevant requirements for applying for the establishment of religious institutions. The changes in religious colleges include the changes in school site, school name, affiliation, school building scale, training objectives, educational system, school scale, enrollment targets and scope. Chapter IV Punishment Article 15 In case of any of the following circumstances in violation of these Measures, the State Bureau of Religious Affairs or the religious affairs department of the provincial people's government shall, according to the seriousness of the case, respectively order it to make corrections within a time limit, stop enrolling students until it is closed:

(a) unauthorized enrollment during the preparatory period;

(two) beyond the preparation period is still not up to the conditions of enrollment;

(three) do not comply with laws, regulations, rules and policies, in violation of training objectives, school regulations and curriculum requirements;

(four) graduates do not meet the requirements after examination or evaluation;

(five) teachers can not meet the requirements for a long time;

(six) unauthorized change of school site, school name, affiliation, school scale, training objectives, educational system, enrollment scale and scope;

(seven) there is no necessary school funding;

There are major security risks in the building facilities. Sixteenth unauthorized establishment of religious institutions, shall be dealt with by the relevant departments in accordance with the provisions of Article forty-third of the Regulations on Religious Affairs.
