Guiyang Emergency Management Comprehensive Administrative Law Enforcement Detachment is directly under Guiyang Emergency Management Bureau.

Main responsibilities (1) To be responsible for organizing, guiding, coordinating and supervising the comprehensive administrative law enforcement of emergency management in the whole city. Responsible for the formulation of the city's emergency management comprehensive administrative law enforcement policies and measures, work plans and annual work plans and organize their implementation.

(II) To be responsible for accepting and filing complaints and reports in the field of emergency management, and exercising administrative power in the fields of non-coal mines (including geological exploration), oil and gas (excluding oil refining and product oil pipelines), tailings ponds (including red mud warehouses and phosphogypsum warehouses), chemical industry (including petrochemical industry), medicine, dangerous chemicals, fireworks, metallurgy, nonferrous metals, building materials, machinery, light industry, textiles, tobacco, etc.

(three) responsible for organizing the investigation and handling of major and complicated cases across regions; Responsible for the comprehensive administrative law enforcement work of emergency management which is clearly defined by laws, regulations and rules and undertaken by the municipal emergency management department.

(IV) Responsible for the industry management of the city's emergency management comprehensive administrative law enforcement team, establish and improve the administrative law enforcement responsibility system, organize law enforcement assessment and file search, and standardize law enforcement behavior.

(six) to cooperate with the comprehensive supervision and management of production safety, the supervision and management of production safety in industrial, mining and commercial industries and the comprehensive disaster prevention and mitigation (including earthquake prevention and mitigation).
