Initiatives on strengthening the management of gathering activities and key public places

Residents:

At present, the situation of prevention and control of the new coronavirus epidemic is severe. The domestic epidemic is spreading at many points, and the risk of imported cases is increasing. In order to efficiently coordinate epidemic prevention and control and economic and social development, minimize the gathering of people, reduce the risk of epidemic transmission, and strictly prevent the import and spread of the epidemic, the following initiatives are proposed:

1. Party and government agencies take the lead in implementing epidemic prevention and control requirements , do not hold gatherings unless necessary. Party and government agencies, enterprises and institutions at all levels in the region must strengthen the standardized management of large-scale conference activities. In principle, they shall not hold large-scale conferences, large-scale trainings, large-scale performances, annual conferences, seminars and gatherings and other crowd gathering activities. Online meetings, trainings, and activities that can be held should be done online as much as possible; if they really need to be held, the organization or host unit must strictly fulfill the main responsibilities and control the number of people within 50 people in accordance with the principle of "who applies, who is responsible". We also formulated an epidemic prevention and control plan and strictly implemented prevention and control measures such as nucleic acid testing, "two scans and one test", wearing masks, ventilation and disinfection, and personnel health monitoring. The canteens of party and government agencies, enterprises and institutions implement separate meal systems to stagger meals to reduce gatherings.

2. Advocate changing customs, promote frugality, and do not organize or hold large-scale gatherings of people. It is advocated that family dinners and gatherings should not exceed 10 people, and it is advocated that "happy events should be postponed, funerals should be kept simple, and banquets should not be held." If it really needs to be held, in accordance with the principle of "whoever applies for it is responsible, whoever registers is responsible", marriages must be reported to the village committee in advance, and funerals must be reported to the village committee where they are located in a timely manner. The village committee will report to the township and town government where it is located, and Keep events as small as possible. Strictly implement protective measures, do not invite relatives and friends from outside the city to attend weddings, postpone weddings if necessary, or hold small weddings limited to close family members. Personnel designated by the village committee will supervise and guide the service throughout the process. Any event holding more than 50 people must report to the district prevention and control office for approval in a timely manner. Staff of party and government agencies at all levels, enterprises and institutions, village cadres, grid members and party members must set an example and consciously abide by relevant regulations.

3. Strengthen normalized prevention and control in key public places. Key places such as farmers' markets, shopping malls and supermarkets, Internet cafes and bars, theaters, billiard rooms, KTVs, gyms, and sports venues that are prone to cluster epidemics, such as densely populated, highly mobile, and closed spaces, must fulfill their main responsibilities and implement the epidemic prevention manager responsibility system. , insist on daily employee health monitoring, regular disinfection and ventilation of the site, "two scans and one test" for entering personnel and a 72-hour nucleic acid test negative certificate, and strengthen personal protection measures.

4. All religious, temple fairs, performances, parties, exhibitions and promotions will be suspended in the near future, and it is recommended not to organize and participate in gathering activities such as playing cards, chess, dancing, etc. in public places such as squares and parks.
