Chapter 1 General Provisions Article 1 In order to strengthen the classification management of urban domestic waste, control pollution, improve the urban living environment, and promote the construction of ecological civilization, according to the "Prevention and Control of Environmental Pollution by Solid Waste of the People's Republic of China" This regulation is formulated based on the actual situation of this city and other laws and regulations. Article 2 These Regulations apply to activities such as the classified placement, collection, transportation, processing, supervision and management of domestic waste in urbanized management areas of this city.

The regional scope and time for the implementation of classified management of urban domestic waste in this city shall be determined by the municipal and county (city, district) people's governments in accordance with the principle of step-by-step order and announced to the public. Article 3 The term “domestic garbage” as mentioned in these Regulations refers to solid waste generated in daily life or in activities that provide services for daily life, as well as solid waste that is regarded as domestic garbage according to laws and administrative regulations.

Construction waste, medical waste, etc. do not belong to domestic waste as referred to in these regulations and are managed in accordance with relevant laws, regulations, rules and other relevant provisions. Article 4 The classification management of urban domestic waste follows the principles of government promotion, national participation, overall planning, adaptability to local conditions, simplicity and ease of implementation, and implements domestic waste reduction, resource utilization, and harmless control and management. Article 5 Municipal and county (city, district) people's governments shall do the following work:

(1) Strengthen the organizational leadership of source reduction and classification management of domestic waste, and incorporate the classification management of domestic waste into National economic and social development planning;

(2) Determine the goals of domestic waste classification management, clarify the division of responsibilities of departments, make overall plans for the layout of domestic waste classification, collection, transportation and treatment facilities, prioritize land use and construction, and ensure funds Investment;

(3) Establish and improve the coordination and linkage mechanism for domestic waste classification management to coordinate and solve major problems in domestic waste classification management.

Subdistrict offices and township people’s governments are responsible for the guidance and daily management of domestic waste classification within their respective jurisdictions. Article 6 The environmental sanitation department of the municipal and county (city, district) people's government is the department in charge of the classification and management of urban domestic waste.

The competent environmental sanitation department of the Municipal People's Government is responsible for formulating working systems, standards and specifications for the classification and management of urban domestic waste and organizing their implementation, and guiding the environmental sanitation department of the county (city, district) people's government to carry out the classified management of urban domestic waste. work to supervise and inspect the city’s implementation of urban domestic waste classification management.

The environmental sanitation departments of the people's governments of each county (city, district) are responsible for the classification and management of urban domestic waste within their jurisdiction.

City and county (city, district) people's government development and reform, education, science and technology, public security, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, agriculture and rural areas, commerce, culture and radio and television Administrative departments such as tourism and sports, health, and market supervision and management shall do a good job in the classification and management of urban domestic waste according to their respective division of responsibilities, and guide and supervise relevant units in the industry to do a good job in the classification and management of urban domestic waste. Article 7 Residents (village) committees shall assist in the classification and management of urban domestic waste, publicize and guide units and individuals within their jurisdiction to participate in the classification and release of domestic waste and source reduction.

Encourage residents (village) committees to incorporate the classification of domestic waste and source reduction into residents' covenants and village regulations. Article 8 The environmental sanitation departments of the municipal and county (city, district) people's governments shall organize large-scale domestic waste treatment facility operating units to set up public open days to popularize the knowledge of source reduction and classification of domestic waste to the society.

Media such as newspapers, radio, television and the Internet should strengthen the publicity of domestic waste classification knowledge and enhance the public's awareness of domestic waste classification and source reduction.

All types of schools should organize and carry out popular education on domestic waste classification knowledge, guide students to participate in volunteer activities, improve students' awareness of domestic waste classification and environmental protection, and cultivate good civilized habits among young people.

Trade unions, Communist Youth League, Women's Federation and other mass organizations, as well as social groups, social service agencies and other social organizations should give full play to their respective advantages, publicize the knowledge of domestic waste classification, carry out social practice activities, and promote the participation of the whole society. Article 9: Units and individuals should practice a simple, moderate, green and low-carbon way of life and work, enhance awareness of ecological environment protection, develop the habit of classifying domestic waste and reducing it at the source, and assume the responsibility of domestic waste generators.

State agencies, institutions, state-owned enterprises, social groups, etc. should take the lead in demonstrating the classification of domestic waste.

Environmental sanitation, property management, e-commerce, renewable resource recycling, tourism, catering, hotels, express logistics and other industry associations should clarify the requirements for domestic waste classification and source reduction in industry specifications, carry out publicity and Train, guide and urge member units to fulfill their corresponding obligations.

Encourage units and individuals to participate in the classification, recycling and harmless treatment of domestic waste through donations, volunteer services, etc. Article 10 The municipal and county (city, district) people's governments shall reward units and individuals who have made outstanding contributions to the classification of domestic waste in accordance with regulations. Chapter 2 Classified Disposal Article 11 Municipal domestic waste is divided into the following four categories:

(1) Recyclables refer to domestic waste suitable for recycling, including paper, plastic, metal, Glass, fabric, etc.;

(2) Hazardous garbage refers to garbage that causes direct or potential harm to human health or the natural environment and should be specially treated, including batteries, lamps, household chemicals, etc.;

(3) Kitchen waste refers to domestic waste that is perishable and contains organic matter, including household kitchen waste generated by households and food waste generated by catering services, government canteens, markets, etc. and other kitchen waste, including small branches, flowers, leaves, etc. generated by households;

(4) Other garbage refers to other domestic waste except recyclables, kitchen waste, and hazardous waste .

The Municipal People's Government shall formulate and publish a guidance catalog for the classification of urban domestic waste in this city based on the classification standards, and make timely adjustments based on the level of economic and social development, the characteristics of domestic waste, and treatment needs.
