Without permission, or by blocking vehicles, blocking roads, climbing objects, exposing the body and other ways to create social impact. ; (3) Staying in and around the office and the reception place for letters and visits, causing troubles, intentionally damaging public facilities and public or private property, or leaving people who can't take care of themselves in the reception place for letters and visits; (four) carrying dangerous goods and control devices, threatening self-injury, self-injury, suicide, or threatening to commit murder, arson, explosion, throwing dangerous substances and other illegal and criminal activities; (5) Threatening, insulting, abusing or beating state functionaries or illegally restricting their personal freedom; (6) Harassing state functionaries by Internet, telephone, text messages, etc. Or interfere with the normal life of state functionaries by means of containment, entanglement or illegal intrusion into houses. ; (seven) behind the scenes to incite, collude, coerce, hire or manipulate others' petition work; (8) fabricating or distorting facts, slandering or falsely accusing others; (nine) in the name of letters and visits or letters and visits agents, taking the opportunity to collect money or seek illegitimate interests; (10) publishing false petition information to domestic and foreign organizations or media; (eleven) other acts that disrupt public order and endanger national security and public safety.
