"The construction of procuratorial culture can not only stay at the material level, but also realize the organic unity of spiritual culture, material culture, institutional culture and behavioral culture." On August 16, the seminar on "Procuratorial Culture Construction and Core Values" and the 9th Fiona Fang Forum on Rule of Law were held in Yinchuan, Ningxia Hui Autonomous Region. More than 90 representatives, including experts and scholars from procuratorial organs in the Supreme People's Procuratorate and 15 provinces, municipalities and autonomous regions, conducted in-depth discussions on two topics, namely, "improving the quality of the team through the construction of procuratorial culture" and "enhancing the credibility of law enforcement through the construction of procuratorial culture".

"Our procuratorial culture has deep local genes and maternal veins. The spiritual home of contemporary China prosecutors must be firmly rooted in the local roots and firmly established on the homeland of the Chinese nation. " Wen Tangsheng, full-time deputy secretary of the General Party Branch of the Supreme People's Procuratorate Office, believes that the procuratorial culture of contemporary China originated from ancient legal culture.

Contemporary procuratorial culture in China is a new achievement in the development of legal culture in China. It is an alloy culture that combines the historical accumulation of sublation and development of China's traditional legal supervision culture with the achievements of foreign procuratorial civilization. It is a theoretical system including spiritual culture, institutional culture, material culture and behavioral culture. It is a philosophical comprehensive culture that contains and integrates all kinds of old and new procuratorial management theories. It is also a procuratorial culture with China characteristics that can regenerate and accommodate various new theories of legal supervision and management.

Zhang Jianwei, a professor at Tsinghua University Law School, believes that to cultivate a high-quality procuratorial culture, we should constantly improve the humanistic quality of prosecutors, create a social atmosphere with conscience, cultivate prosecutors' independent judicial personality, and pay attention to the supervision of the "fourth power".

In view of this topic, the deputies believe that the construction of procuratorial culture should focus on cultivating and practicing the core values of political and legal police officers, and aim at improving the quality of procuratorial team and the credibility of law enforcement.

"The construction of procuratorial culture is an important way and means to enhance the credibility of law enforcement." Wu Yihuo, the stationmaster of Anhui reporter station of Procuratorate Daily, believes that we can start from four aspects. First, we should cultivate the core values of "loyalty, serving the people, justice and honesty" and the procuratorial professional ethics of "loyalty, justice, honesty and civilization". The second is to improve professional quality and establish a correct law enforcement concept. The third is to strengthen public opinion propaganda and promote public trust. The fourth is to enhance the credibility of law enforcement from the perspective of strengthening the openness of procuratorial affairs.

Wang Xiandong, deputy director-level researcher of the Liaison Office of the Hubei Provincial Procuratorate, said that it is necessary to concentrate on the construction of procuratorial culture, improve the quality of the procuratorial team, and enhance the "soft power" of prosecutors to perform legal supervision. Specifically, it is necessary to put the improvement of prosecutors' personal cultural accomplishment and overall quality in a prominent position in cultural construction, and constantly improve the comprehensive quality of prosecutors and police officers and the level of law enforcement and case handling.
