Article 52: For matters that require the consent of the public security and traffic police departments in these regulations, if laws, regulations and rules have corresponding procedures and time limits, those provisions shall prevail; if there are no corresponding provisions, the police shall The traffic police department shall give a written reply of agreement or disagreement within five days from the date of receipt of the consultation notice or the party's application, and shall explain the reasons for disagreement.
Article 53 If the parties concerned are dissatisfied or have objections to the traffic violation penalties and administrative enforcement measures imposed by the public security and traffic police departments in accordance with these regulations, they may file an administrative review or administrative lawsuit in accordance with the law.
Article 54 If a public security traffic police officer neglects his duty, abuses his power, or engages in malpractice for personal gain in road traffic management work, he shall be subject to administrative sanctions by his unit or superior authority; if the circumstances are serious enough to constitute a crime, he shall be referred to the judiciary. The authorities will pursue criminal responsibility in accordance with the law.
Article 55 Except for the public security and traffic police departments, no unit or individual has the right to make decisions on traffic violation penalties or implement traffic violation penalties. No unit, organization or individual may withhold a motor vehicle driving license or Driving license.
When imposing penalties, the public security and traffic police departments shall not withhold various certificates and licenses that are not managed by the public security department.
Chapter 8 Supplementary Provisions

Article 58 These regulations will come into effect on January 1, 2001.
If the relevant regulations issued by the municipal government, the Municipal Public Security Bureau and the Municipal Public Security Traffic Police Department before the promulgation of these regulations are inconsistent with these regulations, these regulations shall prevail.
