Article 53 If the parties concerned are dissatisfied or have objections to the traffic violation penalties and administrative enforcement measures imposed by the public security and traffic police departments in accordance with these regulations, they may file an administrative review or administrative lawsuit in accordance with the law.

Article 54 If a public security traffic police officer neglects his duty, abuses his power, or engages in malpractice for personal gain in road traffic management work, he shall be subject to administrative sanctions by his unit or superior authority; if the circumstances are serious enough to constitute a crime, he shall be referred to the judiciary. Article 55 Except for the public security and traffic police departments, no unit or individual has the right to make decisions on traffic violation penalties or implement traffic violation penalties.
