The temporary business (retail) license is valid for 30 days (January 17 to February 15, 2022). 2. Principles and licensing conditions for the layout of temporary fireworks and firecrackers business (retail) outlets (1) Principles for the layout of temporary fireworks and firecrackers business (retail) outlets 1. According to the "Qingdao City Prohibition of Fireworks and Firecrackers Regulations", fireworks are not allowed to be sold in built-up areas Firecrackers. 2. In accordance with the "Qingdao Fireworks and Firecrackers Chain Operation Promotion Work Plan", all temporary operating (retail) outlets will be included in chain operation management, chain operation contracts will be signed with wholesale enterprises, and unified identification, safety training, and unified management will be implemented. (2) Licensing conditions for temporary fireworks and firecrackers operating (retail) outlets 1. Comply with the sales requirements of the "Qingdao City Prohibition of Fireworks and Firecrackers Regulations", and no temporary retail stores of fireworks and firecrackers should be set up in and around areas, places where fireworks and firecrackers are prohibited. 2. The applicant and the legal representative or person in charge of the business license must be consistent (entrusted operation is strictly prohibited). 3. The applicant unit shall establish a safety management system such as a responsibility system for the person in charge and sales personnel, a safety and fire prevention system, a product storage system, a safety inspection system, an accident hazard investigation and management system, a safety production education and training system, and safe operating procedures for handling and unpacking; Develop emergency response measures for fireworks and firecracker accidents. 4. The main person in charge and sales staff of the unit should participate in safety training and obtain temporary employment certificates. There should be no less than 3 employees; men should be under 60 years old and women should be under 55 years old. They should be in good health, have full capacity for civil conduct, and have Household registration in this city. 5. Implement special store sales, with an operating area of ??not less than 10 square meters. There are no other retail outlets for fireworks and firecrackers within 50 meters of it, and it is close to schools, kindergartens, hospitals, markets and other crowded places and gas stations that are flammable. Maintain a safe distance of more than 100 meters from key buildings such as explosives production and storage facilities. 6. The operating living area of ??the store must be separated from the storage area by solid walls; there should be no pipelines transporting flammable and explosive substances passing through the business premises. 7. Fireworks and firecracker retail stores must not be located in the same building as residential areas; there must be no business premises directly above them, and they must not be used as training classrooms, conference rooms, etc. 8. Personnel are strictly prohibited from living in the business premises. 9. The site is equipped with 2 ammonium phosphate dry powder fire extinguishers of 5 kg or more and fire-fighting water of more than 20 kg. 10. Doors and windows should be set up to meet safety and fire protection requirements. Safety exits should be smooth. The distance from any point in the store to the safety exit should not be greater than 15 meters. The width of the door for customers to enter and exit should not be less than 1.5 meters. The width of the door for carrying products in and out should not be less than 1.2 meters. . 11. There are obvious no-smoking and no-fire warning signs or slogans in prominent locations in fireworks and firecracker retail stores. 12. When a fireworks and firecracker retail store is built jointly with other places, the partition wall should be a dense brick wall with a thickness of not less than 180mm, and there should be no doors, windows or openings on the partition wall. 13. It is strictly prohibited to have open flames in fireworks and firecracker retail stores, and it is strictly prohibited to use heating equipment that produces open flames and strong heat radiation, and the distance between fireworks and firecrackers and heating equipment should not be less than 300mm. 14. The electrical circuit settings comply with the requirements of safe electricity regulations, and the lighting fixtures used are explosion-proof or low-voltage emergency lighting lamps and DC lamps. 15. If there is an open flame or a spark-emitting location within 25 meters of a fireworks retail store, there should be a physical barrier of non-combustible materials between the two. 16. Fireworks and firecracker retail stores should not be located under power lines with a voltage higher than 1KV.

17. Retail stores need to sign a chain operation agreement with the wholesale enterprise, and make door headers and public notice boards according to the chain requirements. 18. Comply with the relevant requirements of the "Safety Technical Specifications for Fireworks and Firecracker Retail Stores (Points)" (AQ 4128-2019). 3. From January 4 to 5, 2022, units that plan to apply for a fireworks and firecracker business (retail) license shall submit application materials to the emergency office of the local sub-district office. Application materials will no longer be accepted starting from the 6th. 2. On January 6, 2022, each sub-district emergency office will conduct a preliminary survey of the business sites of the applying businesses within their jurisdiction, and submit the list of applying businesses and application materials that meet the licensing conditions to the district emergency management bureau. 3. From January 7 to January 10, 2022, a joint review team composed of experts hired by the district emergency bureau will review and determine the business premises of the applied business owners and take photos for confirmation. 4. If the business premises meets safety conditions, the sub-district office will fill in the "Fireworks and Firecrackers Business (Retail) License Review Form" and submit it to the district emergency management bureau on January 11, 2022 to notify the proposed business owners to participate in the wholesale enterprise organization Unified training and assessment. (2) Acceptance 1. (3) After the employees of the units that meet the acceptance requirements for review and issuance of certificates have been trained and passed the examination, the district emergency management bureau will determine the list of units to be issued certificates and publicize them in all sub-district offices and communities for 3 days, and publicize the units and fireworks that have no objections. Firecracker wholesale enterprises sign purchase and sales contracts and insurance contracts with relevant insurance companies. On January 14, 2022, each street emergency office will go to the district emergency management bureau to obtain a fireworks and firecracker business (retail) license. After obtaining the temporary business (retail) license, the business unit should promptly go to the district administrative approval department to change the business scope before retailing fireworks and firecrackers at the specified time and place. 5. Fireworks and firecrackers delivery and retail time regulations All fireworks and firecrackers retail units shall be uniformly distributed by fireworks and firecrackers wholesale enterprises approved by the Municipal Emergency Management Bureau, and business units are not allowed to pick up the goods on their own. The temporary retail period is from January 17 to February 15, 2022 (the fifteenth day of the twelfth lunar month in 2021 to the fifteenth day of the first lunar month in 2022); the first delivery time of retail outlets will start from the date of receipt of the certificate, and the quantity delivered shall not exceed 50 TEU, the delivery quantity of replenishment is based on the stock of retail outlets not exceeding 50 TEU. 6. Relevant regulations on temporary retail units of fireworks and firecrackers (1) It is strictly prohibited to purchase goods from fireworks and firecracker operating (wholesale) enterprises not designated by the Qingdao Municipal Emergency Management Bureau and unlicensed and unlicensed manufacturers, illegal distribution, illegal trafficking and other channels. (2) Fireworks and firecrackers are not allowed to be sold along national highways, provincial highways and other major highways with a large number of vehicles and in crowded places such as markets.

(3) You are not allowed to sell fireworks and firecrackers in the streets. (4) The sales location shall not be changed without authorization. (5) Strictly implement the safety sealing system. Fireworks and firecrackers that do not have uniformly printed inner and outer safety seals are not allowed to be purchased, stored, transported and sold; each temporary retail unit must inspect the fireworks and firecrackers products distributed by wholesale enterprises. After careful inspection, fireworks and firecrackers products without logo stickers must be returned to wholesale companies with subsidy logo stickers. If they are found to be selling fireworks and firecrackers without wholesale company logo stickers, they will be investigated and dealt with as illegal operations. (6) Businesses should be listed and operated in accordance with the prescribed time and place, and one license must be issued for each license. It is prohibited to have one license for multiple licenses. It is strictly prohibited to buy, sell, rent, or transfer relevant licenses. (7) Fireworks and firecrackers retail operations safety responsibility system, safety management system and safe operating procedures should be posted on the business premises, and buyers should be informed when selling that it is prohibited to set off in prohibited areas and places. (8) After the validity period of the fireworks and firecracker business (retail) license expires, the license must be returned to the issuing authority for cancellation in a timely manner. At the same time, apply to the wholesale company that supplies the goods for return or storage of fireworks and firecrackers. It is strictly prohibited to store fireworks and firecrackers without permission. 7.
