Article 4 These Regulations shall apply to the selection and appointment of leading members of the Central Committee, the People's Political Consultative Conference of the NPC Standing Committee, the State Council and China, the Central Commission for Discipline Inspection, or leading members of internal organs, leading members of the National Supervisory Commission (NSC), the Supreme People's Court and the Supreme People's Procuratorate (excluding full-time members) and leading members of internal organs. Leading members of local party committees, the Standing Committee of the National People's Congress, the government, the Chinese People's Political Consultative Conference, the Commission for Discipline Inspection, the courts, the procuratorates and their departments at or above the county level, or personnel holding leading positions in internal institutions; The above-mentioned personnel who hold leadership positions in the internal organs of the working department.

The selection and appointment of leading members who hold leading positions in mass organizations and institutions directly under the Party committees and governments at or above the county level and their internal organs shall be implemented with reference to these regulations.

The selection and appointment of non-party member leading cadres by the above-mentioned organs and units shall be implemented with reference to these regulations.

Where there are other provisions in laws, regulations and policies on the selection and appointment of party and government leading cadres in ethnic autonomous areas, those provisions shall prevail.
