When these two problems collided, Zhuzhou City, Hunan Province began to explore. From August, 20 16, Zhuzhou selected retired cadres (including retired cadres and non-leading cadres) to serve as party secretary or first secretary in villages (communities).

Two years later, how are these "old comrades" doing in the countryside? What kind of "chemical reaction" did they bring to rural areas and communities?

After layers of selection, 48 cadres who quit their leadership positions turned into front-line attack captains.

This change stems from a paper "Order of Recruiting Talents" that stirred up a thousand waves among leading cadres in Zhuzhou two years ago: from retired cadres and people transferred to non-leadership positions in organs, enterprises and institutions at all levels in the city, people were selected to serve as party secretary or first secretary in rural areas for a term of three years.

Undeniably, Zhuzhou City also found some problems in the process of selecting cadres to stay in the village. For example, some comrades are not poor in ability, but lack grassroots experience, which leads to slow integration. Some selected cadres reported that after arriving in the village, it was difficult to guarantee work funds and projects.

How to ensure that the selected retired cadres can stay and do well? The organization department of Zhuzhou Municipal Committee introduced that on the one hand, it was given political treatment. Incorporate the appointment of cadres into the important content of the evaluation and assessment of grassroots party building work of county and city district party Committee secretaries and municipal industry system party (industry) Committee secretaries, and recommend candidates for county and city district committees and "two representatives and one member"; On the other hand, economic benefits are guaranteed.
