In order to actively cooperate with the Municipal Party Committee and the Municipal Government to create a national barrier-free construction city and further improve the level of barrier-free facilities construction in our district, this implementation plan is formulated according to the spirit of the Notice of the Municipal People's Government on Approving the Implementation Plan for Creating a National Barrier-free Construction City and the actual situation in our district.

I. Main objectives

Focus on promoting the construction and transformation of barrier-free facilities in urban roads, public buildings, residential quarters and public service places, strengthen the construction of barrier-free facilities for information exchange, create convenient conditions for the disabled and the elderly to better participate in social activities and integrate into social life, and strive to reach the national barrier-free construction city standard by the end of May in XX.

Second, the main task

According to the National Work Standard for Barrier-free Construction in Cities (hereinafter referred to as the Establishment Standard), Code for Barrier-free Design of Urban Roads and Buildings (JGJ50-XX) (hereinafter referred to as the Urban Code), Code for Architectural Design of the Elderly (JGJ 122-99) (hereinafter referred to as the Code for the Elderly), etc. At the same time, ensure that new and under-construction urban roads, public buildings, residential quarters and service facilities are built in strict accordance with barrier-free design standards, and promote the construction of barrier-free facilities in the whole region.

Before the end of May in XX, we should focus on the following tasks:

(A) barrier-free construction and transformation of urban roads

1. The newly built, expanded and rebuilt pedestrian (street) roads in cities and central towns, at intersections, neighborhood intersections, unit entrances and exits, crosswalks, etc., have a slope setting rate of 100%, which meets the technical requirements of urban specifications. The slope conversion rate of urban sidewalks and crosswalks (including new construction rate) shall not be less than 60%.

2. The main roads, commercial streets, pedestrian walkways and other sidewalks newly built, expanded and rebuilt in cities and central towns shall be provided with blind roads and

(2) Barrier-free construction and renovation of public buildings and facilities

1. The barrier-free facilities construction rate of newly built, expanded and rebuilt public buildings such as office buildings, commercial service buildings, cultural memorial buildings, performance sports buildings, medical buildings, schools and garden buildings, outdoor public toilets, gas stations, etc. reached 100%, which met the technical requirements of the Urban Code.

2. Carry out corresponding barrier-free transformation for the service facilities of various public buildings that have been built, in which the barrier-free transformation rate of government office buildings, hospitals, large and medium-sized shopping malls and gas stations is not less than 60%; The barrier-free transformation rate of hotels, guesthouses and outdoor public toilets is not less than 40%; The barrier-free transformation rate of primary and secondary schools and kindergartens is not less than 20%. The main contents of the above-mentioned barrier-free transformation are: tilting the entrance and exit of the building, setting up barrier-free parking spaces in the parking lot, setting up barrier-free signs in eye-catching positions, setting up barrier-free travel maps in large places, and setting up low-level service desks, windows, telephones and a certain number of barrier-free rooms in public service buildings such as hospitals, hotels and restaurants.

(3) Barrier-free construction and renovation of special facilities

1. Newly-built, expanded and rebuilt special education schools, welfare enterprises, comprehensive service facilities for the disabled, old-age care institutions and service facilities for the elderly shall be barrier-free and meet the technical requirements such as the Urban Code, Architectural Design Code for Special Education Schools, Standards for the Elderly and Accessibility Standards for Comprehensive Service Facilities for the Disabled.

2. The completed special education schools, welfare enterprises, old-age care institutions and service facilities for the elderly have been transformed without barriers, and the transformation rate has reached 80%. Main renovation contents: slope treatment of entrances and exits, setting up barrier-free elevators, barrier-free toilets and toilet seats, low-level service desk, laying blind roads on the ground in major indoor and outdoor locations, and

3. Choose 1-2 for barrier-free construction and renovation of disabled or elderly families. The main transformation contents are: family entrance, kitchen, bedroom and bathroom, which are convenient for access and use.

(d) Construction and renovation of barrier-free facilities in residential areas

1. The construction rate of barrier-free facilities in newly built and expanded residential quarters and residential buildings has reached 100%, meeting the technical requirements of urban norms.

2. The transformation rate of built residential areas is not less than 40%, mainly transforming sidewalks, public green spaces, public service facilities and parking spaces for the disabled in residential areas; The barrier-free transformation rate of high-rise and medium-high-rise residential buildings has not been less than 60%. Main renovation contents: slope treatment of residential building entrance and exit, and barrier-free elevator selection when elevator replacement.

(V) Barrier-free construction of information exchange

1. Set up information screens in key public places such as hospitals and shopping malls.

2. Promote sign language among employees in service industries such as shopping malls and hospitals.

Third, the division of responsibilities

In order to do this work well, the district government has set up a leading group for the construction of barrier-free facilities in qibin district (the list is attached) to organize and implement the construction and renovation of barrier-free facilities in the whole region. The leading group has an office located in the District Disabled Persons' Federation, which is responsible for the daily work of barrier-free facilities construction in the whole region.

(a) District Disabled Persons' Federation is responsible for formulating the renovation plan of barrier-free facilities in the whole region, organizing and training relevant staff, coordinating and supervising the renovation work of barrier-free facilities in the lead unit, and reviewing the renovation plan submitted by each unit in conjunction with the District Construction Bureau and Urban Management Bureau; Publicize and educate the masses to consciously care for barrier-free facilities.

(2) The District Construction Bureau and Urban Management Bureau are responsible for strictly controlling the construction of barrier-free facilities for projects under construction and about to be built, timely examining and approving renovation plans reported by various units, and strengthening supervision and inspection of bidding, construction and project quality of barrier-free renovation projects; Strictly implement the standards stipulated in the city code, and strictly control all aspects such as design review, construction management, project supervision and completion acceptance to ensure that the supporting construction of barrier-free facilities in the project construction is in place. At the same time, responsible for the planning and approval of new projects according to the division of responsibilities, to ensure that the planning of barrier-free facilities is in place.

(III) The District Civil Affairs Bureau and the Office of the Working Committee on Ageing are responsible for leading and organizing the renovation and construction of barrier-free facilities in nursing homes, apartments for the elderly and welfare enterprises in the whole region, and completing other tasks assigned by the leading group for barrier-free facilities construction in the district.

(IV) Other units with independent offices and business premises put forward renovation plans according to the standards for creation, urban planning and norms for the elderly, which will be implemented by themselves with the consent of the district leading group office for barrier-free facilities construction, and supervise the renovation of barrier-free facilities in their subordinate units.

Fourth, the timing.

The first stage: defining the task stage (September1August-September 30th, XX). All responsible units should define their tasks, implement their responsibilities, formulate transformation plans in accordance with the relevant provisions such as "Creation Standards", "City Standards" and "Standards for the Elderly", and report to the office of the leading group for the construction of barrier-free facilities in the district for review.

The second stage: the implementation stage of transformation (10 October 1 XX-3 1 may XX). All responsible units shall carry out transformation in strict accordance with the approved scheme. District Disabled Persons' Federation, Construction Bureau, Urban Management Bureau, Civil Affairs Bureau, Office of Working Committee on Ageing and other departments strengthen supervision, organize exchanges, solve existing problems in time, and ensure the smooth implementation of the renovation project. The task of barrier-free renovation of all units directly under the district was completed before March 3, XX1,and the task of barrier-free renovation of the whole district was completed before May 3, XX1.

Stage III: Inspection and rectification stage (June1-August 3 1, XX). The leading group for the construction of barrier-free facilities in the district shall organize a special person to carry out on-site inspection according to the transformation plan. If it is not transformed or reformed in time, it shall be ordered to transform or re-transform it as required.

Stage IV: Welcome to the acceptance stage (September XX1-September 30th). The leading group for the construction of barrier-free facilities in the district shall promptly submit an application for acceptance to the leading group for the establishment of national barrier-free construction in the city, and do a good job in welcoming the inspection and acceptance of provinces and cities.

(2) Strengthen supervision and inspection. The construction and transformation of barrier-free facilities is an important part of the inspection and assessment of building a civilized city. It is necessary to select some inspectors through open recruitment and departmental recommendation, supervise and inspect the construction and renovation of barrier-free facilities, timely discover and reflect existing problems, and guide and help construction and renovation units to complete their tasks.

(3) Strengthen coordination and liaison. District Disabled Persons' Federation, Construction Bureau, Urban Management Bureau, Civil Affairs Bureau, and Office of Working Committee on Ageing shall designate a liaison person to exchange work information regularly and solve problems encountered in the work in time.
