Article 1 In order to severely crack down on illegal drug activities, protect citizens' physical and mental health, and maintain social order, these Regulations are formulated in accordance with the Decision of the NPC Anti-drug Standing Committee and relevant laws and regulations, combined with the actual situation of this province. Article 2 The term "drugs" as mentioned in these Regulations refers to opium, heroin, methamphetamine (ice), morphine, marijuana, cocaine and other narcotic drugs and psychotropic substances that can make people addicted as stipulated by the state.

The quantity of drugs is calculated according to the verified quantity, not according to the purity. Article 3 Anti-drug work adheres to the principle of combining concentrated attacks with frequent attacks, banning smoking, planting and trafficking simultaneously, intercepting the source and treating both the symptoms and root causes. Fourth drug control is the common responsibility of the whole society, and comprehensive management is implemented.

People's governments at all levels should strengthen their leadership over drug control work and gradually establish and implement the responsibility system for drug control work.

All state organs, social organizations, enterprises and institutions and villagers' (residents') committees have the responsibility of drug control in their respective jurisdictions, systems and units. Article 5 The whole society should carry out in-depth anti-drug publicity activities.

Radio and television, press and publication, culture and other departments should incorporate anti-drug publicity into their work plans and urge their media to carry out regular anti-drug publicity.

Trade unions, the Communist Youth League, women's federations and other social organizations shall carry out anti-drug publicity and education within the scope of their respective duties.

Villagers' (residents') committees shall, in light of local conditions, formulate village rules and regulations on drug control and educate the masses on drug control.

Schools at all levels should strengthen the education of drug prevention knowledge for students and improve their ability to resist drugs. Article 6 Public security organs are the competent authorities for drug investigation. Customs, railways, civil aviation, transportation, health, medicine, posts and telecommunications, industry and commerce, chemical industry and other departments shall cooperate with public security organs to do a good job in the investigation of drug crime cases.

Cases of smuggling, selling and transporting drugs, drug plants and precursor chemicals seized by the administrative department for industry and commerce, which constitute a crime, shall be transferred to the local public security organ for investigation. Article 7 Citizens have the obligation to report and expose drug-related illegal and criminal activities to public security organs and relevant departments.

Those who report and expose shall be protected according to law; The people's government shall commend and give material rewards to those who have rendered meritorious service. Eighth illegal cultivation of opium poppy and other drug plants is strictly prohibited.

Township (town) people's governments and villagers' committees shall take measures to strengthen management and prohibit illegal cultivation of opium poppy and other original drugs in their respective jurisdictions. Article 9 Smuggling, trafficking, transporting, manufacturing and illegal possession of drugs are strictly prohibited.

Personnel engaged in the production, transportation, marketing and use of narcotic drugs and psychotropic substances under state control according to law shall not, in violation of state regulations, provide narcotic drugs and psychotropic substances under state control to people who take or inject drugs. Article 10 It is forbidden to take or inject drugs, and it is forbidden to seduce, instigate, cheat, shelter or force others to take or inject drugs. Article 11 No unit or individual may provide places for others to take or inject drugs.

Units engaged in hotels, entertainment, transportation, housing rental and catering services shall strengthen management and shall not allow others to take or inject drugs; Anyone who finds a drug-related crime must report it to the public security organ in time. Article 12 No unit or individual may provide financial support for others to take or inject drugs in any way.

If a family member takes or injects drugs, other family members shall stop it, help him to get rid of drugs, and report to the public security organ in time. Article 13 Anyone who takes or injects drugs must give up.

The public security organ may conduct short-term centralized education for those who illegally take caffeine, caffeine, ephedrine and other psychotropic drugs.

For those who take or inject drugs such as heroin, opium and methamphetamine (ice), the period of compulsory detoxification shall not be less than 3 months.

Persons who take or inject drugs after compulsory detoxification shall be given reeducation through labor, and they shall be given compulsory detoxification during reeducation through labor. Fourteenth the establishment of drug rehabilitation centers in the province, by the provincial people's government according to the actual needs of local (city), county (city, district) drug control work unified planning.

If it is necessary to set up a drug rehabilitation center, it shall be reported to the provincial people's government for approval. Without approval, no unit or individual may start a drug rehabilitation center.

The merger and cancellation of drug rehabilitation centers shall be approved by the provincial people's government. Article 15 A drug rehabilitation center shall meet the following conditions:

(1) Having necessary management personnel, medical personnel, handyman and medical equipment;

(2) Having a fixed place for drug rehabilitation, including a treatment ward and a residence for drug addicts;

(3) Having training places for drug rehabilitation, recreation rooms, necessary workplaces, auxiliary buildings and facilities.

Drug rehabilitation centers must implement a strict registration system. Article 16 The Drug Administration Law and other relevant regulations of the state must be strictly implemented in the development, production, transportation and storage of drug rehabilitation drugs. Seventeenth compulsory detoxification by the public security organs to establish and manage; Reeducation through labor is established and managed by the judicial administrative department; Voluntary drug rehabilitation centers are established and managed by the administrative department of health, and are subject to the supervision of local public security organs. Article 18 The planning department and financial department of the people's government at or above the county level with compulsory drug rehabilitation centers shall incorporate the capital construction investment and required funds into the capital construction plan and financial budget at the corresponding level.
