Article 2 The term "drugs" as mentioned in these Regulations refers to opium, heroin, methamphetamine (ice), morphine, marijuana, cocaine and other narcotic drugs and psychotropic substances that can make people addicted as stipulated by the state.

The quantity of drugs is calculated according to the verified quantity, not according to the purity. Article 3 Anti-drug work adheres to the principle of combining concentrated attacks with frequent attacks, banning smoking, planting and trafficking simultaneously, intercepting the source and treating both the symptoms and root causes. Article 6 Public security organs are the competent authorities for drug investigation. Cases of smuggling, selling and transporting drugs, drug plants and precursor chemicals seized by the administrative department for industry and commerce, which constitute a crime, shall be transferred to the local public security organ for investigation. Article 7 Citizens have the obligation to report and expose drug-related illegal and criminal activities to public security organs and relevant departments.

Township (town) people's governments and villagers' committees shall take measures to strengthen management and prohibit illegal cultivation of opium poppy and other original drugs in their respective jurisdictions. Article 9 Smuggling, trafficking, transporting, manufacturing and illegal possession of drugs are strictly prohibited.

Personnel engaged in the production, transportation, marketing and use of narcotic drugs and psychotropic substances under state control according to law shall not, in violation of state regulations, provide narcotic drugs and psychotropic substances under state control to people who take or inject drugs. Article 12 No unit or individual may provide financial support for others to take or inject drugs in any way.

If a family member takes or injects drugs, other family members shall stop it, help him to get rid of drugs, and report to the public security organ in time. Article 13 Anyone who takes or injects drugs must give up.

The public security organ may conduct short-term centralized education for those who illegally take caffeine, caffeine, ephedrine and other psychotropic drugs.

For those who take or inject drugs such as heroin, opium and methamphetamine (ice), the period of compulsory detoxification shall not be less than 3 months.
