Article 2: Large-scale mass activities as mentioned in these Regulations refer to the following activities held by legal persons or other organizations for the public with an expected number of participants of more than 1,000 per session:

(1) Sports competitions;

(2) Concerts, concerts and other artistic performances;

(3) Exhibitions, sales and other activities;

(4) Activities such as garden tours, lantern festivals, temple fairs, flower festivals, fireworks shows, etc.;

(5) Job fairs, on-site lottery sales, and other activities.

The provisions of this Regulation do not apply to activities held within the scope of their daily business, such as theaters, concert halls, parks, entertainment venues, etc.

Article 3: The safety management of large-scale mass activities should follow the policy of safety first and prevention first, and adhere to the principle of responsibility of the organizer and supervision by the government.

Article 4: The public security organs of the people’s governments at or above the county level are responsible for the safety management of large-scale mass activities.

Other relevant competent departments of the people's governments at or above the county level shall be responsible for the safety work related to large-scale mass activities in accordance with their respective responsibilities. Article 5: The organizers of large-scale mass activities (hereinafter referred to as the organizers) are responsible for the safety of the activities they undertake, and the main person in charge of the organizers is the person responsible for the safety of large-scale mass activities.

Article 6: When holding large-scale mass activities, the organizer shall formulate a safety work plan for large-scale mass activities.

The safety work plan for large-scale mass events includes the following contents:

(1) Time, location, content and organization method of the event;

(3) Fire safety measures for event venues;

(4) The number of people that the event venue can accommodate and the expected number of participants;

(9) Emergency rescue plan.

Article 7 The organizer is specifically responsible for the following safety matters:

(1) Implement the safety work plan and safety responsibility system for large-scale mass events, and clarify safety measures and job responsibilities of safety personnel , carry out safety publicity and education for large-scale mass activities;

(2) Ensure the safety of temporary facilities and buildings and eliminate safety hazards;

(3) In accordance with the requirements of the public security authorities responsible for licensing According to the requirements of the agency, necessary security inspection equipment shall be equipped to conduct security inspections on persons participating in large-scale mass activities. (8) Provide necessary guarantees for the safety of large-scale mass activities.

Article 8: Venue managers of large-scale mass activities are specifically responsible for the following safety matters:

(1) Ensure that event venues and facilities comply with national safety standards and safety regulations;

(2) Ensure that evacuation passages, safety exits, fire truck passages, emergency broadcasts, emergency lighting, and evacuation signs comply with laws, regulations, and technical standards;

(3) Ensure that monitoring equipment and fire-fighting facilities and equipment are complete, intact and effective;

(4) Provide necessary parking spaces and maintain safety and order.

Article 9 Personnel participating in large-scale mass activities shall abide by the following provisions:

(1) Abide by laws, regulations and social ethics, and shall not hinder social security or affect social order;

(2) Comply with the public security, fire protection and other management systems of large-scale mass activity venues, accept safety inspections, and shall not carry explosive, flammable, radioactive, toxic, corrosive and other dangerous substances or illegally carry guns and ammunition , control equipment;

Article 10 The public security organs shall perform the following duties:

(1) Review the application materials for large-scale mass activities submitted by the organizers and implement security permits;

(2) Formulate safety supervision plans for large-scale mass activities and emergency response plans;

(3) Guide the education and training of safety personnel; Before holding sexual activities, organize safety inspections of the activity venues, and promptly order corrections if potential safety hazards are discovered; (5) During the holding of large-scale mass activities, supervise and inspect the implementation of safety work, and if any safety hazards are found, Hidden dangers are promptly ordered to be corrected;

Article 11: Public security organs implement a security licensing system for large-scale mass activities. (3) Have a safety work plan that complies with the provisions of these regulations, with clear safety responsibilities and effective measures;

Article 12 If the expected number of participants in a large-scale mass event is between 1,000 and less than 5,000, the public security agency of the county-level people's government where the event is located shall implement security clearance; if the expected number of participants is more than 5,000, The public security agency of the people's government of the city divided into districts or the public security agency of the people's government of the municipality directly under the Central Government where the event is located shall implement security licensing; if large-scale mass activities are held across provinces, autonomous regions, or municipalities directly under the Central Government, the public security department of the State Council shall implement security licensing.

Article 13 The organizer shall submit an application for a security license 20 days before the event date. When applying, the following materials shall be submitted:

(1) Proof of legal establishment of the organizer and the identity certificate of the person responsible for the safety;

(2) Plans for large-scale mass activities and their descriptions. If two or more organizers jointly organize large-scale mass activities, they must also submit a joint Agreement to host;

(3) Safety work plan for large-scale mass events;

(4) Event venue managers agree to provide proof of event venue.

In accordance with the provisions of laws and administrative regulations, if the relevant competent departments have qualifications and qualification requirements for the organizers of large-scale mass activities, they must also submit relevant qualifications and qualification certificates.

Article 14: After receiving the application materials, the public security organ shall make a decision on whether to accept or not accept the application in accordance with the law.

The accepted application shall be reviewed within 7 days from the date of acceptance, and the event venue shall be inspected. If the application meets the safety conditions, a permission decision shall be made; if the safety conditions are not met, a decision shall be made to deny permission, and Give reasons in writing.

Article 15: For large-scale mass activities that have been approved by security, the organizers shall not change the time, location, and content of the event without authorization, or expand the scale of large-scale mass activities.

If the organizer changes the time of a large-scale mass event, it must apply for a change to the public security agency that made the licensing decision before the originally scheduled event time. The change can only be made with the approval of the public security agency.

If the organizer changes the location and content of a large-scale mass event or expands the scale of a large-scale mass event, it shall re-apply for a security license in accordance with the provisions of these regulations.

If the organizer cancels the holding of a large-scale mass event, it shall notify the public security organ that made the security permit decision in writing before the originally scheduled time for the event, and return the permit issued by the public security organ to hold the large-scale mass event. Article 16 For large-scale mass activities with security approval, the public security organs shall organize corresponding police forces according to security needs to maintain public security and traffic order around the event site, prevent and deal with security emergencies, and investigate and punish illegal activities criminal activity.

Article 17: Public security agency staff responsible for performing security management tasks at the site of large-scale mass activities shall enter the site of large-scale mass activities with their duty certificates and perform safety management duties in accordance with the law.

Public security organs and other relevant competent departments and their staff are not allowed to ask for tickets from the organizer.

Article 18: When the organizer finds that the number of people entering the event venue has reached the approved number, it shall immediately stop checking tickets; if it finds that people holding tickets outside the designated area or holding counterfeit tickets, they shall be refused entry. and report to the public security staff at the event site.

Article 19: If a public safety accident or public security case occurs during the holding of a large-scale mass event, the person responsible for safety shall immediately activate the emergency rescue plan and report it to the public security agency immediately. Article 20 If an organizer changes the time, location, or content of a large-scale mass event without authorization, or expands the scale of a large-scale mass event without authorization, the public security organ shall impose a fine of not less than 10,000 yuan but not more than 50,000 yuan; any illegal gains shall be confiscated. Large-scale mass activities without the security permission of the public security organs will be banned by the public security organs, and the organizers will be fined not less than 100,000 yuan but not more than 300,000 yuan.

Article 21 If an organizer or manager of a large-scale mass activity venue violates the provisions of these regulations, causing a serious casualty accident, a public security case, or other serious consequences that constitutes a crime, he shall be investigated for criminal responsibility in accordance with the law; If it constitutes a crime, the safety responsible person and other directly responsible personnel will be punished and public security management penalties will be imposed in accordance with the law, and the unit will be fined not less than RMB 10,000 but not more than RMB 50,000.

Article 22: If a public safety accident occurs during the holding of a large-scale mass event, and the person responsible for safety does not immediately activate the emergency rescue plan or fails to report it to the public security organ immediately, the public security organ shall take action. The person in charge of safety and other directly responsible personnel shall be fined not less than 5,000 yuan but not more than 50,000 yuan.

Article 23 Anyone who participates in large-scale mass activities who violates the provisions of Article 9 of these Regulations shall be criticized and educated by the public security organs; those who engage in behavior that endangers social order and threatens public security If a crime is constituted, the public security organs may forcibly take him away from the scene and impose public security administrative penalties in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Article 24 If the staff of the relevant competent departments and the directly responsible supervisors abuse their power, neglect their duties, or engage in malpractice for personal gain while performing their responsibilities for the safety management of large-scale mass events, they shall be punished in accordance with the law. ; If it constitutes a crime, criminal responsibility shall be pursued in accordance with the law. Article 25 The safety and security of large-scale mass activities directly organized by people's governments at or above the county level and departments of the State Council shall be the responsibility of the people's governments and departments of the State Council that organize the activities. Article 26 These Regulations shall come into effect on October 1, 2007.
