Article 3 The people's governments at all levels of this city shall protect citizens' rights to assemble, process and demonstrate in accordance with the law. Article 4 The competent authorities for assemblies, processions and demonstrations in this city are the urban district public security bureaus and county public security bureaus where the assemblies, processions and demonstrations are held; if the route of parades or demonstrations passes through more than two districts or counties in this city, the competent authorities are Municipal Public Security Bureau. Article 5: When holding an assembly, procession or demonstration, there must be a person in charge. If there are two or more persons in charge, one person shall be identified as the main person in charge.

Those who have any of the following circumstances shall not serve as the person in charge of an assembly, procession or demonstration:

(1) Those who have no capacity or have limited capacity;

(2) Being restricted in personal freedom in accordance with the law;

(3) Being deprived of political rights in accordance with the law. Article 6 To hold an assembly, procession, or demonstration, the person in charge must submit a written application in triplicate to the competent authority five days before the date of the event with his or her resident ID card or other valid identity document. The application can only be held after review and approval. . Exceptions are made where no application is required by law.

The competent authority will not accept applications submitted orally, by phone, or by telegram. Article 7: To organize or participate in rallies, processions, or demonstrations in the name of state agencies, social groups, enterprises, or institutions, the application must be signed by the person in charge of the unit and stamped with the official seal. Article 8: After receiving an application for an assembly, procession or demonstration, the competent authority shall notify the person in charge of its decision on permission or disapproval in writing two days before the date of application. If it is not allowed, the reasons should be explained. Failure to notify within the time limit shall be deemed as permission. If the competent authority is unable to notify the applicant due to the reasons of applying for the person in charge of an assembly, procession or demonstration, the application shall be deemed to have been withdrawn if it is certified by the signatures of two or more witnesses.

If an assembly, procession, or demonstration is temporarily required to be held due to a sudden incident, it must be reported to the competent authority immediately and an application registration form must be filled in. The time, place, and route of an assembly, procession, or demonstration may be changed at any time or with permission, and the person in charge shall be notified in a timely manner.

Article 12 The person in charge of an assembly, procession or demonstration may withdraw the application after submitting the application and before receiving a notice from the competent authority; if he decides not to hold an assembly, procession or demonstration after receiving a notification from the competent authority, he shall promptly inform him Competent authority. Article 13 If the person in charge of applying to hold an assembly, procession or demonstration is dissatisfied with the decision of the competent authority not to grant permission, he may apply for reconsideration to the people's government at the same level as the competent authority that made the decision within three days from the date of receipt of the notice. The people's government shall make a written decision within three days from the date of receipt of the application for reconsideration and notify the person in charge and the competent authority. Article 14 Citizens who do not have permanent or temporary residence in the urban area of ??this city are not allowed to initiate, organize, or participate in rallies, processions, or demonstrations of urban citizens in the urban area of ??this city.

Citizens in the urban area of ??this city shall not go to counties or districts outside the urban area of ??this city to launch, organize, or participate in local citizen rallies, processions, or demonstrations.
