Measures of Taiyuan Municipality on the Administration of Chinese Characters in Society
(a) well-known brand figures of organs, organizations, enterprises and institutions;
(2) Plaques, street signs, slogans, place names, advertisements, signboards, building walls and various signs;
(3) Commodity name, registered trademark, packaging and explanatory text;
(4) Characters used in newspapers, periodicals, books and audio-visual products;
(five) official documents, official seals, certificates, awards, windows, screens;
(6) Chinese characters for information technology products;
(seven) words used in school education and teaching;
(eight) other social characters with announcements and signs. Article 4 The municipal education administrative department is the competent department of Chinese character work in this Municipality, responsible for planning, guiding, managing and supervising Chinese character work in this Municipality, and organizing the implementation of these Measures.
The education administrative department of the county (city) district is responsible for the management and supervision of Chinese characters in the society within its administrative area.
The relevant departments of the Municipal People's Government, such as construction management, planning, education, publishing, industry and commerce, radio and television, are responsible for the management of Chinese characters in society within their respective functions and duties. Fifth organizations and individuals that have made remarkable achievements in the management of Chinese characters in society shall be commended and rewarded by the people's governments at all levels and the competent departments. Article 6 Chinese characters used in society shall follow the unified standards promulgated by the state:
(1) Simplified Chinese characters shall be subject to the Summary of Simplified Chinese Characters 1986 approved by the State Council;
(2) Variant characters shall be subject to the First Batch of Variant Characters Arrangement Form issued by the Ministry of Culture and the Language and Character Reform Commission of China 1955;
(3) The characters used for printing shall be based on 1988 "Modern Chinese Common Characters List" issued by the State Language Committee and the Press and Publication Administration;
(four) the use of Chinese phonetic alphabet should be based on the "Chinese Phonetic Scheme" 1958 adopted by the Fifth Session of the First National People's Congress;
(5) Spelling and word segmentation shall be subject to the Basic Rules of Chinese Pinyin Orthography issued by the State Bureau of Technical Supervision 1996;
(6) Where punctuation is needed, the Usage of Punctuation Symbols published by the State Bureau of Technical Supervision 1995 shall prevail;
(seven) other relevant standards promulgated by the state. Article 7 Traditional Chinese characters and variant Chinese characters may be used or retained under the following circumstances:
(1) Cultural relics and historic sites;
(2) variations in surnames;
(three) calligraphy, seal cutting and other works of art;
(4) Handwritten inscriptions and signboards;
(five) required by publishing, teaching and scientific research;
(six) the words used in the registered trademark;
(seven) special circumstances approved by the competent department of language and writing in the State Council. Article 8. Generally, the line should go from left to right. If it really wants to go vertically, it must go from right to left. If Chinese characters and Chinese Pinyin are used in combination, they will inevitably run rampant. Article 9 Foreign languages and characters shall not be used alone in advertisements. Tenth organizations and individuals that violate the relevant provisions of Article 6, Article 8 and Article 9 of these Measures shall make corrections within 3 months from the date of implementation of these Measures. If no correction is made within the time limit, the municipal, county (city) district social Chinese characters department shall urge it to make corrections within a time limit, or the relevant departments of industry and commerce, technical supervision, press and publication shall handle it according to law. Article 11 Citizens can criticize and suggest social characters that do not conform to the norms and standards of the national common language and writing. Article 12 For the nonstandard characters on valuable plaques such as large stone carvings, metals, forging and casting that can't be corrected within a time limit, the signboard with standardized writing can be temporarily hung, but it must be corrected when the Chinese character carrier is repaired or replaced. Thirteenth specific issues in the implementation of these Measures shall be interpreted by the Legislative Affairs Office of the Municipal People's Government. Article 14 These Measures shall come into force 30 days after the date of promulgation.
