Since its opening, Hong Kong has gradually developed into a transportation hub for import and export goods around the world and a central port for entrepot trade in the Far East by virtue of its geographical location and status as a free commercial port.

As for industry, due to the lack of resources and material resources, there were only hand-woven industries such as cloth weaving, rattan weaving and bamboo weaving in the early days of port opening. At the beginning of the 20th century, the world industry flourished, and foreign industrial products were based in Hong Kong and sold to the Southeast Asian market. People of insight in Hong Kong, whose position in Hong Kong is conducive to industrial development, began to engage in various industries at that time, and Hong Kong's industry sprouted.

At the beginning of 1933, Hong Kong's industry thrived, with more than 100 factories. There is an urgent need for a joint organization to promote development so that it can go hand in hand with business. In addition, due to the strict tariff barriers in China at that time, Hong Kong industrial products imported into China had to pay tariffs like foreign goods, and Hong Kong industries urgently needed a leading organization to communicate with relevant authorities in China.

In view of this, Nanyang Brothers Tobacco Co., Ltd., Guangwanlong Firecracker Factory and the Friendship Society of Salted Fish Company initiated the establishment of the Overseas Chinese Port Domestic Products Manufacturers Association in September 1933, and elected Cheng Shaokui, Chen Rushan, Zhang Guoguang, Liang Zhixun, Li, Lu Qiliang, Chen and Guan Zhichu as members of the Preparatory Committee.
