Articles 1, 3 to 6 stipulate that "current counter-revolutionaries who kill, set fire, poison, rob ... steal state secrets and engage in sabotage activities" shall be punished according to law; "ensure the normal operation of speaking out, airing views, posters, debates and series"; Protect revolutionary mass organizations, protect leftists ... punish "the principal murderer, the thug with serious circumstances and the manipulator behind the scenes" according to law; Tomita's anti-Rightists "are not allowed to be connected in series, mixed with revolutionary mass organizations, and set up their own organizations"; Do not use great democracy or other means to spread reactionary remarks; "If the party, government, army and public security organs distort the above provisions, fabricate facts and suppress the revolutionary masses, they should investigate and deal with them according to law."

Article 2 specifically stipulates: "Anyone who posts and distributes counter-revolutionary leaflets in secret or in public, writes counter-revolutionary slogans, shouts counter-revolutionary slogans, attacks and slanders the great leader Chairman Mao and his close comrade-in-arms Lin are all current counter-revolutionary acts and should be punished according to law." In practice, this article has been extended to people in the "Proletarian Command" (the Central Cultural Revolution Group) such as Jiang Qing, Chen Boda and Kang Sheng, and even to those in power at all levels.
