Zhong Ling, Zi Yuxiu, born in Jinan in August 1921, joined the Communist Party of China in July 1938 and was sent to Yan'an to study in the Fine Arts Department of Lu Xun College of Art and Literature. After graduation, he worked in cultural education in the Shaanxi-Gansu-Ningxia Border Region. , and published many woodcuts and cartoons in newspapers and periodicals in Yan'an, and designed the "Pagoda Mountain" stamp. In Yan'an, Zhong Ling's beautiful calligraphy was almost universally known. Almost all the slogans on the Yan'an city wall at that time were written by him.

After the victory of the Anti-Japanese War, the Postal Administration of the Shaanxi-Gansu-Ningxia Border Region was established in February 1946 and took over all the Chinese postal agencies in the border region.
