Chapter I General Principles

Article 1 In order to promote water conservation, scientific and rational utilization of water resources, build a water-saving society, and promote high-quality economic and social development, these Measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and the Measures for the Implementation of the People's Republic of China (PRC) Water Law in Shaanxi Province, combined with the actual situation of this province.

Article 2 These Measures shall apply to water conservation and its supervision and management within the administrative area of this province.

Article 3 Water conservation shall follow the principles of giving priority to conservation, overall planning, rational allocation, classified guidance and comprehensive utilization, and establish and improve the mechanism of party committee leadership, government leadership, departmental coordination, market regulation and public participation.

Article 4 The people's governments at or above the county level shall incorporate water conservation into the national economic and social development plan, formulate water conservation policies, establish an assessment system for water conservation, strengthen the guarantee of water conservation funds, and promote water conservation in the whole society.

Township (town) people's governments and sub-district offices shall do a good job in water conservation within their respective jurisdictions.

Article 5 The water administrative department of the people's government at or above the county level shall be responsible for water conservation within their respective administrative areas, formulate policies and standards for water conservation, organize the formulation and supervision of water conservation plans, organize the implementation of water total control and quota management systems, and guide and promote the construction of a water-saving society.

The development and reform department of the people's government at or above the county level shall be responsible for the connection between water conservation planning and national economic and social development planning, and establish and improve the price mechanism conducive to promoting water conservation.

The education department of the people's government at or above the county level shall be responsible for the work related to water conservation in schools, guide schools to carry out water conservation education, guide teachers and students to establish water conservation awareness, and promote the overall water conservation in schools.

The competent department of industry and information technology of the people's government at or above the county level is responsible for guiding the work related to industrial water saving, popularizing advanced industrial water saving technologies, processes and equipment, and promoting the construction of water-saving enterprises.

The competent department of housing and urban construction of the people's government at or above the county level or the department responsible for urban water conservation is responsible for urban water conservation and promoting the construction of water-saving cities.

The competent agricultural and rural departments of the people's governments at or above the county level shall be responsible for the relevant work of agricultural water saving, promote efficient water-saving irrigation and popularize advanced agricultural water-saving technologies.

Other relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in water conservation.

Sixth people's governments at all levels and their relevant departments should strengthen publicity and education on water conservation, popularize water conservation knowledge, and enhance the awareness of water conservation of the whole people.

Radio, television, newspapers, internet and other news media should strengthen public welfare propaganda and public opinion supervision on water conservation.

Schools, shopping malls, parks, hospitals and other public places should set up water-saving publicity slogans and signs to publicize water-saving knowledge.

Seventh all units and individuals have the obligation to save water, and have the right to stop and report the waste of water resources.

The water administrative department of the people's government at or above the county level shall establish a system of reporting and complaining about water conservation, announce the way of reporting and complaining, and handle the reporting and complaining in a timely manner.

Eighth units and individuals that have made remarkable achievements in water conservation shall be commended and rewarded in accordance with the relevant provisions of the state and this province.

Chapter II Water Conservation Management

Article 9 The water administrative department of the people's government at or above the county level shall, jointly with the development and reform department, formulate the water conservation plan of the administrative region according to the water conservation plan of the people's government at the next higher level, the requirements of the economic and social development of the administrative region and the water resources situation, and report it to the people's government at the same level for approval before implementation.

If the water conservation plan needs to be revised, it shall be submitted to the original approval authority for approval in accordance with the preparation procedures.

Article 10 The water administrative department of the people's government at or above the county level shall implement unified dispatching and rational allocation of surface water and groundwater, give priority to the utilization of surface water, restrict the exploitation of groundwater, and encourage the use of unconventional water such as reclaimed water, rainwater, brackish water and drainage.

Eleventh water administrative departments of the people's governments at or above the county level shall conduct water-saving assessment and review of relevant planning and construction projects, reasonably determine the scale and structure of water use, and promote the rational development and utilization of water resources.

Water-saving evaluation includes current water-saving level and water-saving potential analysis, water intake scale rationality analysis, water-saving objectives and measures.

Twelfth of the province to implement the total water consumption and water intensity control system, the establishment of the province, divided into districts and counties (cities, districts) administrative regions of the total water consumption and water intensity control index system.

The water administrative department of the provincial people's government shall, jointly with the development and reform department, formulate the total water consumption and water intensity control indicators for all districts of this municipality according to the national control indicators for the total water consumption and water intensity in the administrative area of this province and the local conditions.

The water administrative department of the municipal people's government divided into districts shall, jointly with the development and reform department, formulate the total water consumption and water intensity control indicators of counties (cities, districts) according to the total water consumption and water intensity control indicators of their respective administrative areas, and report them to the water administrative department of the provincial people's government for the record.

Article 13 The relevant industry authorities of the provincial people's government shall formulate the industrial water quota within their respective administrative areas, submit it to the water administrative department and market supervision department of the provincial people's government for examination and approval, and publish it by the provincial people's government, and report it to the water administrative department and market supervision department of the State Council for the record.

The relevant competent departments of the provincial people's government shall, according to the changes of water demand, technological progress and economic development, revise the water quota of the industry in a timely manner.

Fourteenth units and other large water users (hereinafter referred to as planned water users) included in the water permit management within the administrative region of this province shall implement planned water management. Water units included in the water permit management shall be issued with water plans by the water administrative departments of the people's governments at or above the county level in accordance with the water permit management authority; Other major water users shall be allocated water plans by the water administrative department of the local city and county (city, district) people's government in conjunction with the urban water supply department.

The water plan of planned users includes the total annual planned water consumption, monthly planned water consumption, water source type and water use mode, etc.

Other large water users refer to water users who have reached the water intake stipulated by the water administrative department of the provincial people's government within the scope of public water supply.

Fifteenth water administrative departments of the people's governments at or above the county level shall urge water users to regularly carry out water balance tests in accordance with state regulations, and take the water balance test results as the basis for approving water use plans.
