Article 12 The establishment of domestic waste classified collection facilities and containers shall implement a responsible person system:

Article 13 The environmental sanitation administrative department shall build domestic waste classification, transfer and treatment facilities in accordance with the environmental sanitation professional plan and relevant standards.

Article 14 Domestic waste shall be classified and put in accordance with the following provisions:

The transportation of food waste, decoration (decoration) waste, bulky waste and other waste is the responsibility of the sanitation operation unit with a domestic waste transportation business license. Environmental sanitation units shall transport garbage to designated domestic waste transfer stations or treatment sites (factories) in accordance with the requirements of the environmental sanitation administrative department.

Hazardous waste after classification and collection shall be temporarily stored by the district and municipal environmental sanitation administrative departments in accordance with the requirements of pollution control standards for hazardous waste storage. Hazardous waste disposal enterprises shall regularly collect and transport hazardous waste to the district and municipal environmental sanitation administrative departments, and the required expenses shall be borne by the hazardous waste disposal enterprises. The transportation of hazardous waste after classified collection shall comply with national regulations on hazardous waste transfer and hazardous goods transportation management.

Article 17 Kitchen waste, decoration (decoration) waste, bulky garbage and other garbage shall be disposed of by domestic waste disposal enterprises with a domestic waste disposal business license.

Recyclable materials should be disposed of by recyclable materials recycling enterprises or resource comprehensive utilization enterprises.

Hazardous waste should be disposed of by hazardous waste disposal enterprises with corresponding hazardous waste business licenses.

Article 18 During the process of classified collection, transportation and disposal of domestic waste, the collection, transportation and disposal units shall take effective pollution prevention and control measures to prevent secondary pollution.

The disposal of hazardous waste should comply with national regulations on the collection, storage, transportation and treatment of hazardous waste.

It is prohibited to sort and store recyclables in public areas such as sidewalks, green spaces, and leisure areas.

Article 19 The environmental sanitation administrative department, the urban management administrative law enforcement department and the sub-district offices shall establish and improve the supervision and inspection system for domestic waste classification work, and conduct regular supervision and inspection of domestic waste classification work. .
