Does speed racing by minors constitute a crime?

Racing minors who are over 16 years old but under 18 years old may be suspected of dangerous driving, but minors under 16 years old are not suspected of committing a crime. A person who has reached the age of 16 commits a crime and shall bear criminal responsibility. Driving a motor vehicle on the road, chasing and racing, if the circumstances are serious, shall constitute the crime of dangerous driving and shall be punished with criminal detention and a fine.

Article 17 of the "Criminal Law"

A person who has reached the age of 16 shall bear criminal responsibility if he commits a crime. Anyone who has reached the age of fourteen but not the age of sixteen who commits the crime of intentional homicide, intentional injury causing serious injury or death, rape, robbery, drug trafficking, arson, explosion, or placing dangerous substances shall bear criminal responsibility.

Article 133-1

Anyone who drives a motor vehicle on the road under any of the following circumstances shall be sentenced to criminal detention and shall also be fined:

(1) Chasing and racing, the circumstances are egregious.
