Regulations of Oroqen Autonomous Banner on the Administration of City Appearance and Environmental Sanitation

Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful working and living environment, and promote the construction of urban material civilization and spiritual civilization, these Regulations are formulated in accordance with the provisions of the Regulations of the State Council Municipality on the Management of City Appearance and Environmental Sanitation and the relevant laws and regulations, and in combination with the reality of Autonomous Banner. Article 2 These Regulations shall apply to the city appearance and environmental sanitation management of Chengguan Town and the town people's government in Autonomous Banner. Article 3 The construction administrative department of the people's government of Autonomous Banner shall be responsible for the supervision and management of the city appearance and environmental sanitation of Autonomous Banner.

Chengguan Town and Town People's Government shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.

The relevant departments of Autonomous Banner and the Town People's Government shall be responsible for the management of city appearance and environmental sanitation according to their respective responsibilities. Under the premise of not affecting the urban traffic and environmental sanitation, the Town People's Government may determine that it is allowed to set up stalls on specific road sections and time periods. Article 14 The Town People's Government shall, according to needs, reasonably set up environmental sanitation facilities such as manhole covers, trash cans and garbage bins on both sides of streets, residential areas and densely populated areas, and keep them clean, intact and effectively used.

No unit or individual may occupy, damage or dismantle or transfer environmental sanitation facilities without authorization. If it is really necessary to dismantle or relocate due to construction needs, the construction unit shall put forward a demolition plan in advance and report it to the Town People's Government for approval, and be responsible for reconstruction according to the principle of first building and then dismantling, or make compensation according to the cost of environmental sanitation facilities, and the Town People's Government shall arrange reconstruction. Fifteenth autonomous banner people's government construction administrative departments and the town people's government, the collection, transportation and treatment of urban garbage supervision and management, and take measures to gradually implement market-oriented operation and social services. Sixteenth Autonomous Banner implements the system of urban environmental sanitation responsibility area. (6) The construction unit shall be responsible for the construction site;

(seven) the responsible units shall be responsible for the health responsibility areas in the internal areas of organs, organizations, enterprises and institutions and the people's governments of towns.
