Chapter I General Provisions Article 1 In order to strengthen the planning, construction, use and management of parking lots in this Municipality, standardize the parking order and improve the management level of urban parking, these Measures are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, use and management of parking lots within the administrative area of this Municipality.

Other relevant provisions shall apply to the planning, construction, use and management of public passenger parking lots, road freight stations and their supporting parking lots (facilities). Article 3 Parking lots mentioned in these Measures refer to outdoor or indoor places where motor vehicles and non-motor vehicles are parked, including public parking lots, special parking lots, temporary parking lots, temporary parking spaces on roads and temporary parking spots for non-motor vehicles.

Public * * * parking lot refers to a public * * * building built independently or supporting according to the plan, which is a place for the public to park their vehicles.

Special parking lot refers to places where specific objects such as units and residential areas park their vehicles.

Temporary parking lot refers to the place where the public can park their vehicles for a short time by using the land to be built, idle factory, corner open space, open space, civil air defense works and the back line area of street-facing buildings.

Temporary parking spaces on roads refer to the parking spaces for motor vehicles occupying the roadway in urban roads.

Temporary parking spot for non-motor vehicles refers to the parking spot for the public to park non-motor vehicles for a short time in the area where the buildings facing the street retreat. Article 4 The planning, construction, use and management of parking lots should follow the general requirements of government-led, market-oriented, social governance and public participation, create a management pattern of * * * * construction * * * governance * *, improve the modernization level of urban parking management, and promote the coordinated development of urban traffic and economy and society. Article 5 The Municipal People's Government shall lead the construction and management of parking lots in a unified way, establish a comprehensive coordination mechanism for the construction and management of parking lots, formulate policies and measures as a whole, and study and solve major problems in the construction and management of parking lots.

Established by the traffic management department of the municipal public security organ and composed of relevant departments, the municipal parking lot construction and management coordination organization is responsible for the related work of parking lot construction and management.

County (city, district) people's government, the Municipal Development Zone Management Committee is responsible for the construction and management of the parking lot in this area.

Township (town) people's governments and sub-district offices shall do a good job in vehicle parking management, parking resources investigation and publicity and education within their respective jurisdictions, and guide communities and village (neighborhood) committees to carry out parking lot management and services. Article 6 The traffic administrative department of the municipal public security organ shall be responsible for the overall coordination, supervision and management of parking lots, the setting of temporary parking spaces on roads, the management of parking order, and participation in parking lot planning and other related work.

The municipal urban management department shall, jointly with the municipal natural resources and planning, traffic management of public security organs and other relevant departments, organize the preparation of special plans for urban parking facilities and annual construction plans for public parking lots, and be responsible for the construction, management and maintenance of government-invested public parking lots.

The municipal competent department of natural resources and planning is responsible for the parking lot special planning review, land supply for construction projects and completion verification.

The municipal administrative examination and approval department is responsible for the parking lot planning permission and other related work.

The municipal development and reform department is responsible for supporting projects with counterpart declaration policies, and formulating and organizing the implementation of parking lot charging standards and charging policies set by the government and guided by the government. Participate in parking lot planning, prepare the development plan and annual construction plan of electric vehicle charging infrastructure, and supervise the implementation of the construction, management and maintenance of electric vehicle charging facilities.

City housing and urban construction departments responsible for the supervision and management of parking lot construction. Participate in the parking lot planning, and urge the property service enterprises to do a good job in the management of special parking lots in the property management area in accordance with the provisions of the property service contract.

The municipal finance department participates in the preparation of the annual construction plan for public parking lots. Responsible for the construction and management of government-invested public parking lots, temporary parking lots, temporary road parking spaces and non-motor vehicle parking spots, parking lot (garage) management information systems and parking service and information sharing platforms. And according to the social and economic development, it will be included in the fiscal budget. In accordance with the relevant provisions, timely disbursement of units and individuals to invest in the construction of public parking subsidies, the implementation of supporting policies.

The municipal market supervision department is responsible for the supervision and management of parking fees with legal business qualifications.

Municipal taxation, big data, transportation, emergency management, fire rescue, health, education, sports and other departments shall, in accordance with their respective responsibilities, do a good job in the construction and management of parking lots.

The relevant departments of the county (city, district) people's government shall be responsible for the specific work of parking lot construction and management within their respective jurisdictions in accordance with the division of functions. Article 7 Parking fees shall be set by the government and guided by the government, and classified into market-regulated prices.

Implement differentiated parking charges, give play to the leverage of market prices, and determine differentiated parking charges by region, road section, time period and vehicle type, following the principles that the road is higher than the off-road, the ground is higher than the three-dimensional, the ground is higher than the underground, the busy road section is higher than the peripheral road section, and the congestion period in the same area is higher than the idle period.

The charging methods for Dongchangfu District and municipal development zones shall be formulated by the municipal development and reform department jointly with the traffic management, finance, urban management and market supervision departments of the municipal public security organs, and implemented after being reported to the Municipal People's Government for approval. Other areas shall be formulated by the development and reform department of the county (city, district) jointly with relevant departments, and shall be implemented after being approved by the people's government of the county (city, district).
