Fourth, anti-theft measures

(1) The anti-theft work in each construction area is organized by the construction unit under its jurisdiction, and each construction area has its own anti-theft management organization, which is integrated with the anti-theft management organization of the project department.

(2) In the concrete implementation process, the project department will set up a temporary anti-theft patrol team of the project department to patrol irregularly for 24 hours, and be responsible for inspecting and supervising the safety work of each construction area.

3. All kinds of materials, machinery, equipment and facilities entering and leaving the construction site must have complete allocation procedures, and the temporary anti-theft patrol of the project department has the right to detain all kinds of materials and vehicles with incomplete procedures entering and leaving the construction site for processing.

(3) The anti-theft emergency team set up by the project department is composed of all security personnel of the project department and the anti-theft emergency team of the construction unit, which is uniformly dispatched by the anti-theft office and is responsible for maintaining the order of the anti-theft incident disposal site of the project department, protecting the safety of internal employees and preventing the theft from expanding.

2.4 Responsibilities of the Security Team

(1) Check that all construction personnel must get in and out of the vehicle with the site pass when entering the construction site.

(2) Foreign service liaison business personnel must go through the registration formalities in the gatehouse before entering the site, and can only enter after being confirmed by contacting relevant personnel and approved by the doorman.

(3) When materials enter and leave the site, there must be an application from the material management personnel or the personnel designated by each subcontractor, and the security personnel are allowed to issue the exit sheet issued by the general contractor.

(4) Vehicles entering and leaving the site shall be inspected by the doorman with the vehicle driving license, and the doorman shall have the right to ask the vehicles and personnel entering and leaving the site to assist in the inspection, or even open the package for unpacking inspection.

(5) Personnel entering the construction site must dress as required. The doorman has the right to refuse people who don't wear helmets and slippers to enter the construction site.

(6) Patrol the perimeter of the fence on the construction site to prevent anyone from climbing over the fence or throwing objects.

(7) Security guards in living quarters and office areas should regularly patrol the management area to check suspicious personnel and prevent theft. For valuables brought in and out, such as laptops, a registration system should be established. Toolboxes and suitcases carried in workers' living quarters should be checked out of the box to prevent wires and cables from entering the site.

(8) According to the arrangement, enter the construction floor to check the rooms and facilities for important equipment, check suspicious personnel and prevent theft.

(9) All safety posts should have perfect handover records, and report the material distribution bill to the Ministry of Security daily.

(10) Conduct regular safety post training, and conduct quality training such as safe and civilized language and drills.

(3) Strengthen the inspection of the construction site. The subcontractor and the security team will jointly form a patrol, and individuals will conduct regular inspections and take effective measures to prevent the materials from being stolen.

(4) Strengthen the management of materials, materials and equipment on the construction site, clear the site after work, and report to the competent anti-theft department of the project department in time after erection and addition of wires.

(5) Strengthen the recycling management of the remaining pipe fittings and cables on the construction site. No one is allowed to collect and resell them without permission to prevent criminal cases arising from pipe fittings and cables. If anyone is found to have the above situation, it will be handed over to the public security organs and relevant units for handling.

(6) When patrolling the construction site, if there is any situation, immediately report to the team leader and truthfully report the site situation for future investigation.

(7) The anti-theft work of migrant workers' compound should be carried out to those responsible, and the materials of migrant workers' compound should be managed by special personnel. In case of theft or loss, the parties concerned shall be given financial punishment.

(8) All departments shall strictly abide by the rules and regulations, and the personal belongings on site shall be properly kept by individuals, so as to ensure the safety of valuables, equipment, materials and funds.

(9) The station should watch, check, ask and stare frequently, and the key parts should be well controlled to ensure the safety of the station.

(10) The resident should strengthen the guard management and patrol by special personnel to prevent personal belongings, materials and equipment from being stolen. When a case is discovered, it should be reported in time and to the local public security organ, and criminal acts should be punished and cracked down by relying on the law.

4. On-site anti-theft management regulations
