The state allows individuals to make wine. According to Article 35 of the Food Safety Law of People's Republic of China (PRC), the state implements a licensing system for food production and operation. Engaged in food production, food sales, catering services, shall obtain a license according to law. Personal brewing is usually limited to self-drinking or family use, and may not be used for commercial sales or illegal business. Personal brewing needs to comply with local laws and regulations, including the regulations on wine production, sales and transportation. In some areas, it is necessary to apply for relevant permits or licenses to legally brew and hold alcoholic products. However, sales of edible agricultural products and sales only in prepackaged foods do not require permission. Only selling prepackaged foods shall be reported to the food safety supervision and administration department of the local people's government at or above the county level for the record.
