Second, the procedures for proposing elections and appointing candidates are different. Candidates for the relevant members of state organs elected by the National People's Congress shall be proposed by the presidium of the Congress. The presidium may propose candidates for the relevant members of state organs elected by local people's congresses at various levels, and deputies may jointly propose candidates according to law. In layman's terms, voters can choose others when facing the list of candidates. The designated candidate is proposed by the legal nominee, and the representative can only agree or disagree with the candidate, and cannot propose another candidate. Third, the procedures for electing and appointing personnel are different. After the election, the Presidium of the General Assembly will determine whether the election result is valid according to the number of votes obtained by the candidates, and issue an announcement to announce the list of elected personnel in each position, and the legal procedures for the election will be completed. The appointed candidates are proposed by the legal nominees, and submitted by the presidium to the General Assembly for voting or by other voting methods. After obtaining more than half of the votes of all the deputies, the presidium of the conference will announce the appointment, and after the appointment, the chairman will be appointed according to the decision of the National People's Congress.
