The mobilization and organization of military blood donation within the administrative area of this Municipality shall be implemented in accordance with the relevant provisions of the state. Article 3 The municipal and district people's governments shall lead the blood donation work within their respective administrative areas, be responsible for examining and approving the annual blood donation plan, ensuring the funds for blood donation work, uniformly planning, organizing and coordinating relevant departments to do a good job in blood donation work, and realize the basic balance between the total amount of blood donated and the total amount of blood used in this Municipality.
The municipal and district health administrative departments shall be responsible for blood donation within their respective administrative areas in accordance with their duties as prescribed in these Regulations.
City and District Red Cross Societies shall participate in and promote blood donation according to law. Article 4 People's governments at all levels and their relevant departments shall take measures to widely publicize the significance of blood donation, popularize the scientific knowledge of blood and blood donation, and carry out education on the prevention and control of blood-borne diseases.
Radio, television, newspapers and other news media should regularly carry out social public welfare publicity related to blood donation.
Schools should incorporate the scientific knowledge of blood and blood donation into the content of health education. Article 5 The municipal public health administrative department shall be responsible for compiling the annual blood donation plan of this Municipality, which shall be implemented after being approved by the Municipal People's Government.
The district health administrative department shall, according to the blood donation plan approved by the Municipal People's government, draw up the annual blood donation plan in this district, and report it to the District People's government for approval before it is issued for implementation. Article 6 State organs, social organizations, enterprises and institutions, schools and neighborhood (village) committees shall organize citizens of their own units and regions to fill in their blood donation wishes, and organize citizens who meet the conditions for blood donation to participate in blood donation.
Encourage foreign personnel to participate in blood donation. People from other places who come to China to participate in blood donation shall enjoy the same treatment as blood donors in this Municipality in accordance with the relevant provisions of these Regulations. Seventh to encourage national staff to donate blood every five years; Encourage college students to donate blood once at school. Article 8 The municipal public health administrative department is responsible for formulating the emergency plan for clinical blood use in the whole city and reporting it to the Municipal People's Government for approval; When serious natural disasters or major accidents occur and the blood needed to rescue the wounded is insufficient, the municipal public health administrative department shall organize the implementation of emergency plans. Article 9 Citizens of this Municipality who donate blood shall hold a blood donation certificate made by the health administrative department of the State Council. Tenth Wuhan Blood Center (hereinafter referred to as the Blood Center) is a non-profit organization responsible for collecting, providing and allocating blood for clinical use within the administrative area of this Municipality. Except as otherwise provided by laws and regulations, no other unit or individual may engage in blood collection and supply activities. Article 11 The Municipal People's Government shall guarantee and improve the working conditions of blood collection and supply in blood stations, and equip them with necessary instruments and equipment to ensure the quality of blood and the safety of blood donors and users. Twelfth blood stations should set up blood collection points reasonably and arrange mobile blood collection vehicles to provide citizens with safe, hygienic and convenient blood donation conditions.
The relevant departments and units shall provide convenience for the setting of blood collection points and the passage and parking of blood collection (supply) vehicles.
Blood collection (supply) vehicles are exempt from highway tolls in accordance with the relevant provisions of special vehicles. Thirteenth central blood collection and blood supply must comply with the following provisions:
(a) blood collection and supply personnel have the qualifications prescribed by the state;
(two) the provisions of the state on the age, interval and blood donation of blood donors;
(3) Make necessary health examination for blood donors free of charge before blood collection. Those who do not meet the conditions for blood donation shall not collect their blood;
(four) the use of disposable instruments that meet the standards and requirements set by the state when collecting blood, and the destruction after use;
(five) the blood collected must be tested in accordance with the regulations, and it shall not be provided to medical institutions without testing or unqualified testing;
(6) The packaging, storage and transportation of blood meet the hygienic standards and requirements stipulated by the state;
(seven) timely blood supply to medical institutions;
(eight) other relevant provisions made by laws and regulations. Fourteenth medical institutions must abide by the following provisions for clinical use of blood:
(a) unified use of blood provided by blood centers, except as otherwise provided by laws and regulations, shall not be transferred from other medical institutions or other places for clinical use without authorization;
(2) Blood storage meets the hygienic standards and requirements stipulated by the state;
(three) to check the blood type, blood variety and validity period of blood for clinical use, and blood that does not meet the standards prescribed by the state shall not be used for clinical use;
(4) Do not waste or abuse blood;
(5) Other relevant provisions made by laws and regulations.
Medical institutions should actively promote component blood transfusion and guide patients undergoing elective surgery to store their own blood. Fifteenth citizens of this Municipality need to pay blood collection, storage, separation and inspection fees (hereinafter referred to as blood use fees) in accordance with the standards stipulated by the state. Article 16 Citizens of this Municipality who donate blood for clinical use can enjoy the following preferential provisions:
(a) the cumulative amount of blood donation is less than 400 ml, and the total amount of blood donation is 2 times that of clinical blood;
(two) the cumulative amount of blood donation is more than 400 ml and less than 800 ml, and the blood for clinical use is 3 times of the total amount of blood donation;
(three) the cumulative amount of blood donation in more than 800 ml, free to enjoy unlimited clinical blood.
Blood donors' spouses and immediate family members need blood for clinical use, and their clinical free blood use shall be implemented in accordance with the relevant provisions of the Measures for the Implementation of the People's Republic of China (PRC) Blood Donation Law in Hubei Province.
