In order to further strengthen the management of fireworks and firecrackers, reduce the pollution of fireworks and firecrackers to the environment, and effectively safeguard the safety of public and people's lives and property, according to the provisions of laws and regulations such as the People's Republic of China (PRC) Air Pollution Prevention Law, the People's Republic of China (PRC) Environmental Noise Pollution Prevention Law, the Regulations on the Safety Management of Fireworks and Firecrackers, and the Regulations on the Prohibition of Setting off Fireworks and Firecrackers in Qingdao, the municipal government decided to set them in relevant places and regions.

First, in the administrative area of this Municipality, the following areas are prohibited from setting off fireworks:

South of weilai expressway, north of Shanghai Road, west of Qingdao Avenue and east of Liuzhou Road.

Two, in the administrative area of this Municipality, the following places are prohibited from setting off fireworks:

Office space;

(2) cultural relics protection units;

(three) airports, stations, docks and other transportation hubs and railway line safety protection zones;

(four) medical institutions, schools, kindergartens, rest places for the elderly;

(5) Roofs, balconies, stairs, corridors and windows of buildings;

(six) forest land, green space and other key fire prevention areas;

(seven) inflammable and explosive goods production and storage units;

(eight) warehouses and bases for storing important combustible materials;

(9) Safety protection zones for power transmission and transformation facilities;

(ten) other places designated by the pingdu city Municipal People's government.

Three, the city prohibits the production of fireworks.

Fireworks and firecrackers are prohibited within the administrative area of pingdu city.

Four, prohibited areas prohibit the sale of fireworks.

Fireworks and firecrackers shall not be sold in areas and places where fireworks and firecrackers are prohibited.

(1) In areas and places where fireworks and firecrackers are prohibited, it is forbidden to sell or set off firecrackers, throw guns, smash guns and other dangerous fireworks and firecrackers;

(2) In the administrative area of this Municipality, if it is necessary to hold large-scale fireworks display activities due to major public holidays and celebrations, the undertaker shall apply to the public security organ and set off fireworks at the designated time and place after approval.

Sixth, the accountability system.

(a) in violation of the provisions of Article 1, Article 2, paragraph 1, and Article 5, paragraph 1 of this circular, fireworks and firecrackers are set off in areas and places where fireworks and firecrackers are prohibited, or dangerous fireworks and firecrackers such as firecrackers and salutes are set off, and the public security organ shall order them to stop the discharge, and impose a fine of more than 300 yuan and less than 500 yuan according to the Provisions of Qingdao Municipality on Prohibiting Fireworks and Firecrackers; Those who illegally set off fireworks and firecrackers during heavily polluted weather shall be fined in 500 yuan.

(2) Those who illegally produce, sell, transport, carry or mail fireworks or engage in large-scale fireworks display activities without approval shall be punished by the relevant administrative law enforcement departments in accordance with the provisions of the Regulations on the Safety Management of Fireworks and Firecrackers.

(three) in violation of the "Regulations on the Prohibition of Fireworks and Firecrackers in Qingdao", which constitutes a violation of public security management, it shall be punished in accordance with the "People's Republic of China (PRC) Public Security Management Punishment Law"; If the case constitutes a crime, criminal responsibility shall be investigated according to law; If personal injury or property loss is caused to others, compensation shall be made according to law.

This notice shall come into effect from 202118 and shall be valid until 2023 1 17. Where the original relevant provisions are inconsistent with this notice, this notice shall prevail.
