I don't know the flexibility of Tai Chi, but I think its meaning will be wider than judo.

There are many differences. Compared with judo, the two are more intense and quieter. Although one of the purposes of judo is to cultivate one's self-cultivation, the key point is to cultivate one's self-cultivation, the spirit of hard work and the truth of being a man. Similarly, Tai Chi's cultivation of mind and nature may be much broader, and it has been sublimated to a state. Also, Tai Chi seems to be a kind of qigong besides fighting. This is good for people's health. Judo can be regarded as a kind of fighting skill or sport, which is faster than Tai Chi.

Therefore, I personally think that cultivating a long-term interest can not only strengthen the body, but also improve one's self-cultivation. Which one to choose depends on one's own conditions and personal preferences. If you like quiet, choose Tai Chi. Like fierce confrontation, but also want to exercise toughness, awareness of the enemy and actual combat ability, choose judo.
