Form and Policy Document —— Looking at Sino-US Relations from the Current International Situation
Through the study of the situation and policies last week, I have a deeper, more comprehensive and more real understanding of the situation and policies at home and abroad, which has benefited a lot and touched me a lot.
First, the significance of the course "Form and Policy"
Situation and Policy is the main channel and position for us to educate students about the situation and policies, discover the hot issues that contemporary college students care about, and help us master the positions, viewpoints and methods of correctly analyzing the situation. The situation and policies are of great significance to our development. The great development of social history determines the maximum environment and upper limit of individual development, restricts the degree of choice and determines the probability of college students' success. The impact is very specific and far-reaching. Therefore, we should learn to understand and grasp the situation and policies.
Second, realize the importance of the international situation.
With the rapid development of today's world, the era of "not listening to things outside the window, just reading sage books" has passed. The global village is changing with each passing day. Born in the contemporary era, as a college student, how can I become that four-corner bookcase? What we should do is to throw away old ideas and embrace the wonderful world outside. Successors in the new century should have their own ideas, and can't follow suit. Facing the unpredictable international situation, we should have our own views, because only by abandoning the past can we move forward.
Third, briefly talk about Sino-US relations.
1. Looking back on the history and present situation of Sino-US relations in the past 50 years, China's policy toward the United States and the history of Sino-US relations show that both sides have sharp opposition and sincere cooperation. There have been many ups and downs and crises in Sino-US relations after the Cold War, but Sino-US relations have not broken down, but deepened. The underlying reason is that there are many similar strategic interests between China and the United States. The United States is the largest developed country and China is the largest developing country in the world. Both countries bear great responsibility for the situation in Asia and the world. Under the new international situation, China and the United States share common interests on many major global and regional issues and have a broad basis for cooperation. The prospect of Sino-US economic cooperation is even more infinite. Therefore, we have reason to be cautiously optimistic about Sino-US relations in the 2 1 century. Of course, the negative factors affecting the relations between the two countries can not be ignored, such as human rights issues, trade issues and arms sales.
As well as the issue of Taiwan Province Province, among which the issue of Taiwan Province Province is related to China's sovereignty and territorial integrity, the biggest obstacle to the improvement and development of Sino-US relations, and the most sensitive issue that easily leads to direct conflict between China and the United States. However, as long as China and the United States can handle Sino-US relations from a historical perspective and examine and deal with the issue of Taiwan Province Province on the basis of Three Joint Communiqués, Sino-US relations will advance smoothly along a healthy track. Sino-US relations are one of the most important bilateral relations in the world today. Historically, there are many factors that affect Sino-US relations, such as international structure, economy and ideology, geopolitics and national interests, and policies for handling bilateral relations. Among them, the policy of dealing with bilateral relations with each other has a very important position and influence in Sino-US relations. Since the 1970s, some scholars in the United States and China have conducted in-depth research on the relationship between American China policy and Sino-US relations. Some young scholars in China have also made many useful explorations on China's policies toward the United States in different periods, but the achievements of systematic research on China's policies toward the United States and Sino-US relations are rare. This paper attempts to make a comprehensive study of China's policy toward the United States and Sino-US relations through the infiltration of history and international relations. 2. The Importance of Stabilizing Sino-US Relations Stability is the key to China's diplomacy. In recent years, the cooperative relationship between China and the United States has become more and more extensive. However, this does not mean that the development of Sino-US relations is becoming more and more harmonious. The United States is currently the largest developed country, occupying the center of power on the world stage. Since the founding of the People's Republic of China, the United States has been trying to contain China in various ways, trying to hinder China's economic development through economic, military and diplomatic means. The reason is not difficult to understand. Especially in recent years, China's economic growth rate has shocked other countries, and China's huge market has become a favorable platform for China's economic development. On such a platform envied by many countries, it is an indisputable fact that China's economy will continue to grow at a high speed. With the economic growth, China's military and technological level is also advancing by leaps and bounds. All this forces the United States to regard China as a strong opponent that hinders it from achieving global hegemony. Moreover, on the issue of Taiwan Province Province, although the United States has not explicitly stated that Taiwan Province Province will be included in the joint defense of the United States and Japan, it is not difficult to see from its vague description that China, Taiwan Province Province and even Chinese mainland have long been the land that the United States has been spying on. With regard to Sino-US relations, we should adhere to the framework of the three joint communiques and seek stable and high-speed development space for China's economy under the current international situation. China and the United States have close economic and trade relations and share common interests in many aspects. Sino-US relations are complicated and must be handled well. Much of China's diplomatic work revolves around this issue. China's policy towards the United States should be followed.
The situation has changed, the policy is not the original policy, and the aid is also very different from the past. However, China's foreign policy declaration still regards the Eight Principles as the guiding ideology of China's foreign aid, which is actually a manifestation of inertia. Objectively speaking, the September11incident has become an opportunity for China and the United States to improve relations, which will make the United States reconsider the threat to international security and thus change its China policy to a certain extent. However, if the two sides do not make further efforts, the improvement of Sino-US relations will be very limited, and it is difficult to make greater progress than in the Clinton era. After the United States has solved the current anti-terrorism problem, the potential problems in Sino-US relations will be highlighted again. If the two sides, especially China, don't find a way to improve their relations in an all-round way, there is no basis for being overly optimistic about the prospects of Sino-US relations. In Sino-US relations, the United States is strong and China is weak. China is pushing ahead with its modernization plan with great ambition. In addition to a peaceful and stable external environment, it also depends on the healthy development of the American economy and the further strengthening of economic ties between China and the United States in the economic field. Therefore, China must adopt a more active policy toward the United States, strive to make a breakthrough in Sino-US relations, and establish a comprehensive cooperative relationship that can resist interference. 3. Sino-US relations in my eyes. Sino-US relations in my eyes are not that complicated. The interests between countries are everything, and being an enemy or a friend is only a means to maximize interests. As a national leader, his administrative thought is to maximize national interests. Whether it is a capitalist country or a socialist country, the government will be overthrown if it does not work for the interests of the people. Therefore, there are no eternal friends between countries, only eternal interests. The relationship between Britain and the United States clearly reflects this. In the past, Britain was the big brother, and the United States ran behind. Later, the position gradually changed, and Britain had to obey the command of the United States. Now with the constant change of national strength, Britain has begun to have its own voice. History is constantly developing, and no one dares to say what will happen in the future. Whether it is for us to live in the contemporary era or to talk about the present, it is of practical significance. I once read a report that the gap between the rich and the poor in the United States is extremely serious. In fact, it is similar in China. Some people are extravagant, while others are dying. There is no real fairness, everything is only relative. The dark side of society is a bad habit of human nature. Living in the real world, we don't pray for a Platonic paradise, but we can try to make the world a better place. This is cooperation. Countries need cooperation, and people also need cooperation. International relations are interpersonal relations. As long as the overall quality of the people goes up, the country will have a say on the world stage. Finally, we should focus on education, starting with children. As contemporary young college students, we are rational and ambitious, and we should cherish the good time of study and struggle. The road of the country needs us to come out, and our own life needs to come out step by step.
4. It is suggested that China and the United States should make a breakthrough in foreign policy, and China should make major adjustments in its policy toward the United States: First, recognize and respect the existing international status of the United States and truly regard the United States as a friendly and cooperative partner. China can criticize the so-called "hegemonism" shown by the United States to a certain extent, and try to restrict it through the mechanism of the United Nations, but not too much. The current international status of the United States is reasonable, and China's national strength and status should be fully recognized and respected by such countries, especially those that have benefited from it in the economic and other fields. Policymakers should be aware that in history, the United States is the most friendly country to China among western powers, leaving almost no blood debt to China (the Korean War did not take place in China); The United States used to be the main force restricting Japan and the former Soviet Union, and the latter two were the biggest enemies threatening China. The United States gave China a lot of selfless assistance in War of Resistance against Japanese Aggression. In the era of China's reform and opening up, the economic cooperation between China and the United States has greatly promoted the economic development of China. Second, follow certain rules of the game. China people should also see that when the United States engages in what it usually calls "hegemonism", it often follows human conscience and values and certain rules of the game, which is different from that of Japan and the Soviet Union. We must sincerely regard the United States as a partner and not be interfered by other factors. Based on this position, China should actively support and cooperate with the global policies of the United States, such as combating terrorism, and move closer to the quasi-ally relationship. In the relations between the two countries, it is also necessary to establish a corresponding preventive mechanism to prevent things like the reconnaissance plane incident from happening, or even if it happens, it can be quickly and properly resolved within the mechanism and will not turn into confrontation and conflict between the two sides. Third, adjust the policies to deal with the problems in Taiwan Province Province. The Government of China has always maintained that the issue of Taiwan Province Province is purely an internal affair of China, and no other country can interfere. It is true that the reunification of China is a matter for China people, but foreign policy must be based on realism. Whether it is recognized or not, the issue of Taiwan Province Province is restricted by many international factors, the biggest of which is the United States. The North and the South can achieve the summit talks between the North and the South through their own efforts, but as far as cross-strait relations are concerned, it is obviously difficult to achieve such a goal in the foreseeable future by such efforts alone. In this regard, the United States is expected to play an active role. So far, the US government still follows the one-China policy and sincerely invites the United States to play an active role in promoting the talks between the top leaders of the two sides of the strait, which is of positive significance for China to achieve peaceful reunification and curb the "Taiwan independence forces".
Although the United States may not like to see the mainland and Taiwan Province Province reunified soon, it is in the interest of the United States to improve the relations between the two sides of the Taiwan Province Strait and achieve reunification by peaceful means. On the one hand, China should continue to adjust its Taiwan policy and ease the tension between the two sides of the strait, especially after joining the WTO, making use of economic power to gradually narrow the distance between the two sides of the strait and the affinity of the people. On the other hand, it is necessary to have a serious and pragmatic discussion with the United States on the issue of Taiwan Province Province. When realizing the peaceful reunification of China, we should not only consider the interests of Taiwan Province Province, but also respect and take care of the interests of the United States. China can promise that if peaceful reunification is achieved, the whole province of Taiwan Province will become a free port, and the United States will be allowed to rent a military base in Taiwan Province Province, which will not only help to eliminate the fear of the people in Taiwan Province Province, but also be of great benefit to the United States, and the biggest beneficiary is still China.
Fourth, summary.
With the rapid development of reform and opening up and socialist cause, China has entered a brand-new development period. The current economic situation has achieved steady growth, steady progress and steady progress. At present, China's economic development is characterized by steady growth in investment, consumption and export. The economic growth rate in the central and western regions is faster than that in the eastern region, and the increase of farmers' income is higher than that of urban residents. The contribution of domestic demand to economic growth has increased, the energy consumption per unit GDP has decreased, and economic development has achieved quantitative expansion and qualitative improvement. However, the foundation of economic recovery is unstable, the expansion of consumer demand is not strong enough, the ability of investment continuity is insufficient, the international environment facing exports is tight, structural contradictions are still outstanding, and the pressure of digesting excess capacity and saving energy and reducing emissions is still great; Local government debt and international financial turmoil need to be solved and prevented. Judging from the present situation of China's development, there are both good and bad aspects. In order to stabilize economic development, we should stabilize growth, adjust structure and promote reform.
