During the pre-Qin period, the area that is now Wuhan City belonged to the State of Chu. After Qin destroyed Chu and unified the six kingdoms, it began to establish prefectures and counties. However, during the Qin Dynasty, there was no county-level administrative agency in Wuhan City until the Western Han Dynasty.

Xiling County was established in the Western Han Dynasty. The county seat is located in the west of present-day Xinzhou District and is governed by Jiangxia County. Liang was abolished in the Southern Dynasty and was not continued.
Shaxian County was established in the Western Han Dynasty. The county seat is located in Jinkou Street, Jiangxia District. During the Western Jin Dynasty, it was moved to Wuchang District. It was abolished in the third year of Taiyuan (378 years) of the Eastern Jin Dynasty and did not continue. At the end of the Eastern Han Dynasty, Sun Ce defeated Huang Zu in Shaxian County.

Hanyang County was established in the 17th year of Emperor Kaihuang’s reign (597) in the Sui Dynasty. It was first named Hanjin County and later changed to Hanyang County. It is now one of the origins of the administrative system of Wuhan City (the origin of Hanyang among the three towns in Wuhan ). At this time, Hanyang County was in today's Caidian District and was under the jurisdiction of Mianyang County.
Huanggang County was established in the Southern Dynasties and was originally named Nan'an County. It was changed to Huanggang County in the Sui Dynasty, which is the origin of the administrative structure of today's Huanggang urban area. At this time, Huanggang County was located in present-day Xinzhou District. In the fifth year of Tang Zhonghe (885), the county moved to present-day Huanggang City.
Huangpi County was established in the first year of Xiangxiang (579) in the Northern Zhou Dynasty, which is the origin of the administrative structure of today's Huangpi District. Huangpi County was under the jurisdiction of Yong'an County at this time and had long been under the jurisdiction of it and its successors.

Jianghan Road was located in Wuchang County. In 1927, Jianghan Road was abolished.
Xiakou County was established in the 24th year of the reign of Emperor Guangxu of the Qing Dynasty (1898). It was originally called Xiakou Hall, then changed to Xiakou County after the Republic of China, and then to Hankou City in 1926.
In 1927, the three towns of Hankou, Wuchang and Hanyang merged to form Wuhan City. In 1929, the three towns of Wuhan were separated again. In 1949, Wuhan City was incorporated.

This Hanyang County is the predecessor of today’s Caidian District, and its administrative seat is also in today’s Caidian District. In 1949, the three towns of Wuhan were merged into Wuhan City. Only the old city of Hanyang County was merged, and the administrative structure of the county still existed. However, the administrative office was moved to the then Caidian Town until it was changed to Caidian District in 1992.

Xinzhou County was incorporated into Huanggang County in 1952, and was transferred from Huanggang area to Wuhan City in 1983, more than 30 years ago.
