How to give full play to the active role of retired cadres in building a well-off society in an all-round way

The general secretary pointed out that respecting veteran cadres means respecting the glorious history of the party, and attaching importance to giving play to the role of veteran cadres means attaching importance to the party's important political resources. Veteran cadres have irreplaceable advantages in politics, experience, prestige, family and time and space. Making good use of this superior resource will play a decisive role in building a well-off society in an all-round way. The 18th National Congress of the Communist Party of China proposed to build a well-off society in an all-round way by 2020, so how to give full play to the role of retired cadres in building a well-off society in an all-round way? With this problem, in July and August this year, our bureau organized personnel to some counties, cities and units directly under the municipal government, and conducted a serious investigation and study on this subject by means of discussion, on-site investigation and listening to the situation, so as to understand the basic situation of the role of veteran cadres. This paper also makes some superficial discussion and analysis on this.

First, the status quo of retired cadres in Chenzhou City

In recent years, under the correct leadership of the municipal party Committee and municipal government, the treatment of veteran cadres in our city has been well implemented. Veteran cadres are concerned about the economic and social reform and development of Chenzhou while enjoying a better life in their later years. They make use of their own advantages, continue to exert their waste heat at different levels, and contribute to the realization of Chenzhou's take-off.

(1) The Party committee and government attach great importance to the role of veteran cadres. Party committees and governments at all levels in our city have always been very concerned about and cared for retired cadres, and have always given high praise and support to their good wishes and enthusiasm for contributing waste heat to serve the society, and tried their best to create good conditions for retired cadres to play their roles on the basis of voluntariness and capabilities. The municipal party committee and municipal government put giving play to the role of veteran cadres as an important content on the agenda, and hold a forum for veteran cadres every year to ask about the role of veteran cadres, understand the difficulties and problems they encounter in the process of playing their roles, and help them solve them in time. It is of great significance to the work of retired cadres, and the relevant units will be required to give strong support to veteran comrades. Since 20 10, the municipal party Committee has also asked our bureau to proceed from the actual needs of work, according to the physical condition and professional expertise of veteran cadres, and according to the needs of the masses, to do a good job in organizing activities and filing the basic situation of veteran cadres. By integrating veteran cadres' resources, improving aging-related organizations, pooling the superior resources of veteran cadres, establishing archives, keeping abreast of the work information of veteran cadres and tracking their work trends, our bureau will give the greatest help to veteran cadres at the first time, so that they can avoid worries when serving the society and promoting local economic and social development. County and city party committees also attach importance to the role of veteran cadres. From the investigation in several places, the characteristics of each place are remarkable. Some local organizations organized experts and scholars to make suggestions. For example, the Guiyang County Party Committee and the county government organize old experts and technicians to carry out suggestions and decision-making consultation activities every year. This year, more than 30 people have put forward more than 40 suggestions or investigation reports to the county party committee and government, including the article "Suggestions on the Development and Utilization of Fuling River" written by four old scientific and technological workers, which has been highly valued by the county party committee and government. Some places organize veteran cadres to participate in and discuss state affairs. For example, Jiahe County Committee invited some retired cadres to participate in political consultations to solicit opinions and suggestions before making some major issues or overall work decisions involving the county's economic construction and social development. At present, five veteran cadres in the county have been included in the political consultation list of the county CPPCC and participated in the special political consultation on major issues in the county 12 person-times. Some places organize veteran cadres to be ambassadors of civilization. For example, He Shuzhi, an 85-year-old retired cadre in Rucheng County, painstakingly wrote the Song of Civilization with more than 5,000 words after more than half a year. His literary talent, easy-to-understand writing style and subtle teaching have been told by the county's veteran cadres and the masses, making contributions to the construction of a beautiful Rucheng. Zixing City has set up a 17 volunteer supervision team for veteran cadres, which regularly visits towns (streets) and units, goes deep into village groups and unit compounds, and supervises environmental sanitation and public order. (B) The role of veteran cadres has a relatively comprehensive platform. To give full play to the role of veteran cadres, we must actively build a comprehensive platform for developing "silver treasure house" resources. At present, there are nearly 20 organizations for the elderly in our city, such as education foundation, education for the elderly, working committee, association for science and technology for the elderly, and sports association for the elderly. As platforms for veteran comrades to play their roles, various organizations occupy ideological positions with advanced cultural knowledge, scientific working methods and beneficial cultural and sports activities. At the same time, they organized veteran cadres to actively carry out various activities beneficial to society, publicize the party's principles and policies, carry forward the advanced socialist culture, and advocate a healthy and upward lifestyle, which contributed to the construction of two cities and the creation of three cities in our city. Especially in recent years, aging-related organizations at all levels have done a lot of good deeds and practical things in their respective fields around the work center of the party Committee and government and combined with the actual economic and social development of our city, contributing their own strength to building a well-off society in an all-round way. For example, Chenzhou Education Foundation at all levels raised 4.881.35 million yuan in 2065,438+02 * *, subsidized students from poor families 17557, and distributed1.36541. In the "Candlelight Love Action", faculty members 16499 people benefited, and the expenditure was 10035 yuan. In March this year, in the activity of learning from Lei Feng, five seniors visited 15 schools and 10 communities and 300 families, and had 800 heart-to-heart talks with teenagers. The county working Committee directly helped 53 double-special students and helped nearly 30 thousand yuan. Yongxing County Old Association for Science and Technology organizes relevant personnel to actively serve "agriculture, rural areas and farmers", and often goes deep into villages and towns to visit households, and goes deep into fields to carry out scientific and technological activities such as going to the countryside, scientific and technological training, and tackling scientific and technological problems. Over the past two years, * * * has distributed more than 2,000 production technical materials and held more than 30 training courses, helping fruit farmers to set up a "science and technology demonstration park", which has been well received by fruit farmers. After the approval of the Zhongwei Shennong Pedestrian Street project, a key project in Jiahe County, the project could not be started because the compensation for demolition could not be reached with the people. Lei Jingxing, former director of the People's Congress of Jiahe County, as the county economic coordinator, took the initiative to take over the heavy burden, made full use of his feelings and various social relations established with the masses over the years, and did the ideological work of the masses one by one, effectively ensuring the project to start as scheduled.

(3) The role of veteran cadres has a good social environment. All parts of our city pay attention to giving play to the advantages of public opinion guidance and creating a good atmosphere for veteran cadres to play their roles. All localities make full use of radio and television, newspapers and magazines, the Internet and other media to widely publicize the practical significance and social effects of retired cadres through various forms and channels, so that the whole society can truly understand the social value of veteran cadres in exerting their waste heat. In the first half of 20 12, the Municipal Commission for Industry and Commerce and Chenzhou Daily published the advanced experiences and practices of the Commission at all levels in Chenzhou Daily, which effectively expanded the influence of the Commission in society and became a very popular organization related to aging. Nowadays, more and more enterprises, units and individuals in Chenzhou carry forward the spirit of "helping the poor and giving charity", actively donate love money, and strengthen the strength of the education foundation. Even in the online world, Chenzhou pays attention to creating good conditions for veteran cadres to play their roles. This year, with the help of the Bureau of Retired Veteran Cadres of the Provincial Party Committee, our city has carried out online publicity work, extensively established a team of online publicity staff for veteran cadres, and opened a series of online publicity platforms for veteran cadres such as QQ Group, Weibo and Forum, so that the majority of veteran cadres can voluntarily participate in online publicity positions. Veteran cadres from all over the country transmit positive energy, show truth, goodness and beauty, carry forward traditional virtues and lead the new trend of socialism through the network propaganda platform. The three generations of netizens echoed each other on the Internet, and the veteran cadres infected, educated and inspired a group of netizens with their personality charm, which became another "fashion landscape" for the veteran cadres in our city to play their roles.

(4) The role of veteran cadres has a good guiding arrangement. In order to give full play to the role of veteran cadres, according to the actual situation of veteran cadres, our city has done a good job in guiding and educating veteran cadres from four aspects. The first is to strengthen ideological guidance. Some veteran cadres are old and are no longer as enthusiastic about state affairs as before. In this regard, we hold economic situation reports, training courses for party branch secretaries, and symposiums for veteran cadres, so that they can speak freely, understand the national economic development situation, stimulate their fighting spirit, and guide them to make suggestions and suggestions for Chenzhou's economic and social development. The annual reading class for veteran cadres should organize veteran cadres to carry out theoretical study and situation education around a theme. This year, the city invited professors from the Party School to give an in-depth explanation and analysis of the profound connotation of the Chinese dream, and the veteran cadres were greatly encouraged. The second is to strengthen faith education. With the change of environment, some veteran cadres' political beliefs began to weaken, their sense of dedication was weak, and their sense of enjoyment was strengthened. Our policy of veteran cadres is to encourage veteran cadres to continue to inherit the fine traditions and carry forward the spirit of selfless dedication. Yizhang county, for example, adopts the way of educating veteran cadres to enhance their ideals and beliefs, and also organizes veteran cadres to watch patriotic education films to strengthen their idea of continuing to serve the country and the people. The third is to strengthen emotional communication. Some veteran cadres have no children and daughters, and their lives are lonely and difficult, with apathy and emotional instability. In this case, on the one hand, we should do a good job of visiting and expressing condolences, or have a heart-to-heart talk with veteran cadres by telephone, on the other hand, we should engage in related work according to their specialties and suggestions, so that veteran cadres can do what they can and turn their beliefs into the cause of the great rejuvenation of the Chinese nation. The fourth is to strengthen organizational ties. Our city regards the Party branch of retired cadres as a bridgehead to unite the strength of veteran cadres, and carries out study and education activities through the branch to convey the spirit of policies and documents in the province. In recent years, we have vigorously built the Party branch of retired cadres. More than 95% of party member units with more than three retired cadres have established veteran cadres' branches. At present, there are 185 party branches of retired cadres in our city, and most of the members of the branches play an active role in society in different forms. For example, six retired party member, including Kuang Guihong and Luo Juhua from the West Street Community in Yanquan Street, Beihu District, set up the "party member Representative Visiting People's Post", which takes turns to visit residents in the community every week, becoming a think tank for residents when they encounter difficulties and a good helper in community work.

Second, the role of retired cadres problems

In practical work, we feel the enthusiasm of retired cadres to devote themselves to building a well-off society in an all-round way, and also see the achievements made by veteran cadres in exerting their waste heat. However, due to various reasons, the role of veteran cadres in our city is still limited, and there are some problems, mainly in:

(a) Insufficient understanding of leadership. Some leading cadres don't fully understand the role of veteran cadres, and think that the main task of veteran cadres is to rest, and "being active in old age" is just lip service, which has little practical significance. And there is no real measure of "being active in old age". Therefore, in practical work, some leading cadres are neither in favor of nor against the role of veteran cadres, and in some work, ostensibly entertainment is more than practical help.

(2) The policy is flawed. In the existing policies on the elderly, there are many provisions on the two kinds of treatment of veteran cadres, but there are relatively few provisions on how to give full play to the role of veteran cadres and how to promote "a sense of worthiness". Some of them are just suggestions and advocacy, giving people a sense of dispensability. Therefore, the relevant departments did not pay too much attention to the role of veteran cadres and did not take it seriously.

(3) The platform lacks standardized management. Some existing pension institutions provide working platforms for some retired veteran cadres. This kind of old-age care institution approved by the Party committee and government has a limited number, limited personnel and irregular management. They basically act according to the wishes of veteran cadres and are too independent. Most retired cadres can only play some roles with the help of this industry, this system and this small platform. Due to the lack of standardized management, effective organizational forms and social guidance, the talent resources of veteran cadres are wasted and idle.

(4) The working system is relatively weak. Although the Bureau of Retired Veteran Cadres is the management service organization for veteran cadres, the second employment of veteran cadres does not belong to their job responsibilities and there is no requirement in the system, so the management of "re-employment" of veteran cadres is loose. However, other relevant departments and leaders lack corresponding work consciousness, working mechanism and policy mechanism, so it is difficult to track and manage "active aging" because of lack of system.

(5) The knowledge and ability of veteran cadres are gradually updated. After retirement, some retired cadres know little about the new situation and changes in the development of modern science and technology, and even know nothing about the advanced experience in other places. Over time, retired cadres with certain professional knowledge can no longer meet the needs of social development because their original knowledge can not meet the needs of social development.

(6) The "resistance" caused by the change of veteran cadres' mentality. After leaving their jobs, some veteran cadres can't adapt to retirement quickly, and their mentality and temperament have some microsecond changes. They tend to be critical or skeptical about local current affairs, which makes employees often stay away from them, let alone ask them to play a role.

Three, give full play to the role of retired cadres suggestions and countermeasures

Giving full play to the role of veteran cadres is a systematic work involving many aspects. To achieve practical results, efforts should be made to strengthen the following aspects.

(A) to improve the ideological understanding of the role of veteran cadres. Party and government leading cadres at all levels should strengthen their ideological understanding of the importance of old age. While paying attention to the implementation of the two treatments for veteran cadres, we should also pay more attention to mobilizing the enthusiasm of veteran cadres to play their roles, so that they can make use of their own advantages to contribute to local economic and social development on the basis of their ability. (2) It is necessary to introduce relevant policies for veteran cadres to play their roles. The role of veteran cadres comes from their love for the motherland, the people and the cause. If they encounter many obstacles and difficulties in their work, they will undoubtedly dispel the enthusiasm of veteran cadres. Therefore, it is necessary to quickly introduce and improve relevant laws and policies and give support to veteran cadres from the legal and policy levels. On the one hand, it can improve the greatest potential of the role of veteran cadres, on the other hand, it can protect the achievements of veteran cadres by law. With the basis of laws and policies, all relevant departments can hire veteran cadres according to their work needs and actual conditions.

(3) Establish and improve the platform for veteran cadres to play their roles. Veteran cadres are an indispensable force to promote reform, development and stability. The harmony and stability of this group has a positive demonstration effect on the harmony and stability of the whole society. Establishing a corresponding working platform for veteran cadres to do their best, do their best and do their best can not only enrich their old age, but also benefit local economic and social development, killing two birds with one stone. Therefore, all localities should establish and improve the platform for veteran cadres to play their roles, integrate veteran cadres' resources according to their main work experience, professional expertise or industry characteristics, and organize veteran cadres to make due contributions to serving the economy and promoting social development.

(four) to establish a standardized and feasible work management system. None of the system of veteran cadres' work involves the role of veteran cadres, which is still a blank point. Therefore, it is very necessary to introduce relevant policies and systems for retired cadres to play their roles. All localities should proceed from the height of building a lifelong education system, strengthen the construction of universities for the elderly and activity centers for veteran cadres, and impart new knowledge and skills to veteran cadres through universities (schools) for the elderly. All walks of life should respect the thirst for knowledge of veteran cadres in their later years and support their life and study. Only by continuous learning can veteran cadres broaden their horizons, strengthen their beliefs, improve their ability and quality, keep pace with the times, and thus enhance their sense of mission and responsibility to continue serving the society.
