Legislation to let migrant workers take annual leave to go home to visit relatives: OK

The Measures for Implementing the Law on the Protection of Women's Rights and Interests in People's Republic of China (PRC), which came into effect on June 10, is the first method in China to grant annual leave and family leave to migrant workers. Article 22 of the Measures stipulates that employers should actively create conditions to implement the system of migrant workers' visiting relatives and leave, and provide convenience for female employees and their spouses to visit relatives. Why should this method be introduced? In the investigation, the legislative department of Hubei Province found that most migrant workers usually have no vacation system except the Spring Festival, so they can't go home to visit relatives, which will bring about problems such as estrangement and even breakdown of marital feelings. In rural areas, there will be a divorce peak after the Spring Festival every year. According to media reports, 54.3% of left-behind women in Guangdong Province have never visited their husbands in the city, and only 4. 1% of left-behind women often visit their husbands. In order to improve the quality of life of rural left-behind women, Guangdong Women's Federation experts suggested establishing a home visit system for rural left-behind women.

This is not only happening in Hubei and Guangdong? According to the statistics of relevant departments, the number of migrant workers in China has reached 654.38+0.2 billion, which not only promotes the adjustment of agricultural and rural economic structure, but also makes great contributions to China's industrialization, urbanization and modernization.

The system of visiting relatives and taking vacations is just a dream for migrant workers who have left their homes. They undertake the most tiring, bitter, dirty and dangerous jobs in the city, but in order to keep the hard-won jobs and save the hard-earned money, most of them can't reunite with their families except the Spring Festival. The main force of the army of migrant workers is the young and strong labor force in their twenties and thirties. Most of them are single, come out to work, live apart, and suffer from "lovesickness". If this situation is not improved, it will not be conducive to family harmony and social stability. As a legislative department, we should consider this issue as soon as possible.

In 198 1, the Regulations on the Treatment of Employees Visiting Families issued by the State Council only clarified that "permanent employees who have worked in state organs, people's organizations, enterprises and institutions owned by the whole people for one year" can enjoy the treatment of visiting their spouses if they do not live with their spouses and cannot reunite on public holidays. Whether employees working in foreign-funded enterprises, joint ventures and private enterprises can enjoy "home leave" but "turn a blind eye" is obviously out of date.
